What could we use better arrows for? That is what I asked myself as I made this suggestion.
Then the idea came to me. This is the idea. Piercing arrows can be crafted with a Iron ingot and a arrow to produce one piercing arrow. Piercing arrows are special as they can break and pass through glass panes. Piercing arrows can only pass through 3 glass panes at the most. They also deal a heart more of damage to unarmored enemies. Armor won't be able to block as much of the damage from these piercing arrows. Glass blocks can not be broken by these arrows. Piercing arrows will break regular and redstone torches. Piercing arrows are stackable. When firing a piercing arrow, they will have 2x the drawback.
Skeletons can now see through glass panes and have a 5% chance of shooting a piercing arrow, which means if they they are about to shoot a piercing arrow and you are behind a glass pane, they shoot at you and break the glass. Skeletons have a 0.5% chance of dropping a piercing arrow. Piercing arrows do not pass through boss mobs. Similar to regular arrows, piercing arrows can be set on fire by the enchantment, or by passing through lava. Spider Jockeys would have a 2.5% chance of shooting a piercing arrow.
To differ from regular arrows, piercing arrows would have a narrower and longer point. The shaft would also be of a dark grey color. Piercing arrows can only be stacked to 16, to make it a bit less OP.

Mob piercing mechanic could be: There should be a mob-piercing mechanic (not sure what the one in the OP is if there's one at all). Basically, the game does a calculation whenever the arrow strikes a mob: If 2x the damage of the arrow is greater than the mob's current health, the arrow pierces the mob. If that arrow makes contact with another mob, it does yet another calculation, but slightly different: If 1.5x the damage of the arrow is greater than the mob's current health, it pierces. The trend continues (-.5x modifier per mob) until the arrow is stopped by a mob (it will inevitably stop at the fourth mob).

Another piercing mechanic: I think that if the arrow doesn't kill what it hits, it shouldn't go through the target. If it kills the target, but no overkill damage, it should have a 10% chance of penetrating,and a 3% chance of breaking. If it deals 1/2 heart of overkill damage, it should have a 40 percent chance of penetrating and a 12% chance of breaking. If it deals 1 heart of overkill damage, it should have a 70% chance of penetrating, and a 21% chance of breaking. If it deals 1 1/2 hearts of damage or more, it should have a 100% chance of penetrating and a 30% change of breaking.

If the arrow breaks, it would do so on the next impact (unless it fails to penetrate, in which case it would break then).
This would make an excellent sniper arrow. I am open to new ideas and constructive criticism.

Hmm, 1/2 heart more damage for IRON? Make it 2 hearts. More. Then it would be good.
Half-heart more for unarmored. This is because these arrows are for breaking panes and piercing armored mobs and players. Armor does not affect piercing arrows.
Just an idea; Why not putting normal arrows into furnaces, to anneal, like made at real life with metal pieces, like swords, saws, saw blades, etc.
And, Why not more range? You said For SNIPERS; If you add iron (heavier than stone or flint) the arrow should get more kynetic energy (basic physics). And, WHY NOT a craftable optic sight? I know that mojand is not going to create a "Optic sight" Item, but a kind of crafting, or enchanting would be good.

This would certainly be nice if implemented into the game. But... I don't like some points of this idea: ''the reusable arrows'' part and ''the ability of passing through several mobs'' part. If your piercing arrows are reusable then they are dangerously similar to spears, which had been suggested ALOT of times. And no, I don't even think a sniper bullet would be able to pass through several cows and still keep going. But still... supported. =)
