After thinking on the topic for a while, I have decided that if the mojang team were to implement another ingredient in potion brewing- added after the main potion is created (like redstone dust and glowstone dust) wouldn't it be nice to add something that makes the potion linger in the air for a while? I got this idea whilst watching the particle effect on damage potions. In a nutshell, I'm talking about an ingredient that would make the potion linger, and anyone or anything that walked through the cloud of lingering particles would suffer the effects. This lingering effect could last anywhere from 5 seconds to a full minute depending on the amount of the ingredient added. The potion would act much like a gas when thrown, forming a cloud and, depending on the effect it carries, would negatively or positively affect any and all mobs within the "cloud."
Sure, as long as Instant Healing and Instant Damage don't work in clouds.
Yes, it would only work with potions of poison and regeneration really effectively, however it could still be used on speed, nightvision, invisibility, strength, fire resistance, and the like. It would have the same duration as a splash potion of that type.
When I thought of this, I was looking at it in a PVP perspective. I play on a medieval role-play server and when we have battles, it usually starts with a role-play aspect and then launches into pvp, but this method might also be used on flat-out pvp all the time servers as well. Here it is: Say someone is chasing you and manages to get your cornered. You have low health, need to eat, and in-general need to re-focus. If you were to be cornered, in say, a mine shaft or tunnel, then one could simply throw a potion of lingering poison behind them and set up a gaseous barrier of poison that no one will want to chase you through. You could use the time that you've bought yourself to eat, and regenerate health. In a role-play sense, you could use lingering poison to block positions enemies could flank you from, bottle-necking them down one main attack route and aiding your defense. But if you take a look at the positively affecting potions, the lingering effect could be useful to adventure map creators, as they can throw a splash potion of lingering with a positive potions in use (set off the player-triggered redstone and dispensers) and depending on the potions chosen, can provide the player with the buffs they need to continue through the adventure map. If the lingering effect wasn't in play, the player might miss the potion throw and not be aided by its buffs, in which case they would most likely fail completing the map. But if that potion lingers, they have a longer window to receive its added abilities.
What would do this though, I don't know for sure. I was thinking a new drop that bats could provide (as they do not currently provide anything) could be used as this "lingering" ingredient.
I think Lapis Lazuli would be a decent fit for this. It's semi-rare and only has two uses.

Poison gas canisters? Sure, why not.
Also using lapis lazuli.
Could we make gas masks to go with that? No armor and a vision effect(like wearing a pumpkin), but you wouldn't get affected by the gas.
Actually, I like the sound of using lapis as the ingredient! Seeing how the other two ingredients that are added after brewing are redstone and glowstone, it would make sense to incorporate another form of mineral such as lapis! And going off of Bebe's idea for a counter to this, perhaps an armor enchantment could be added that protects one from lingering potions! The only downside to this is that a player might not want to be protected against all types of lingering potion (positive potions for example). Also, I'm sure a particle effect for a lingering cloud of potion wouldn't be too hard to add, as it would basically be a larger and longer-lasting version of the current particle effect. So having a separate vision effect wouldn't be necessary in my opinion, as long as the player can see the particles.
Pretty illogical if you ask me... How about a wind-manipulating mob (like a wind breather or something else) which drops smoke ball?
And plus. I think i heard that lapis is purely for aesthetic use
Lapis is, which would open the door for more uses, or- depending on whether or not the Mojang team wants to keep Lapis purely aesthetic- might rule it out as an option.
My two favorites remain a bat drop, which would quiet those complaining about the bats' lack of drops, or lapis. But a wind-manipulating mob could be cool as well.

DERP! The enchantment to protect against 'lingering' potions is.... (Drumroll) Respiration! It would show the bubble meter when going through a lingering potion! What about THAT?
I really don't care what item does the extending effect, I just chose Lapis because it would end the threads saying it is useless other than decoration. It would be an extremely powerful tool for anyone making Splash potions. Bats would also work with a drop, but they are too easy to find and kill, especially if you make a room for them to spawn. I would like to see a new mob though, but I'm not sure how a wind related mob would fight.
I did have an idea for a Fanfish a while back, which is an underwater mob that hurts you by sucking you underwater and forcibly drowning you. I had some uses for it's drop. Here is a link if you are interested:
