I'm really liking the improvements that came from 1.4.2, which involved hostile mobs jumping from high places to catch you, and their picking up items and using them on you. I also liked how mobs will spawn with armor, possibly weapons (for zombies), and a possibility of enchanted items to be owned (I was attacked by a skeleton with a bow enchanted with Flame today; after he killed me, he proceeded to pick up my iron sword and attack me with it when I met him later).
Now, I'd like to see these things expanded upon. Here's what I would like to propose:
- Mobs should know how to interact with items.
I just think that mobs should be able to interact with buttons and levers. Maybe they'll think twice about stepping on tripwire (if they don't already).
- Mobs should know how to put two and two together.
Call me crazy, but I think it'd be cool (and scary) to see a zombie pick up flint and steel, realize there's some TNT nearby, and light it. Stuff like that.
- Potions
I know that witches drink (and throw) potions in combat. Do other mobs do that? If not, I think it would be a decent challenge if they picked up potions and used them. In fact, I think it'd be interesting if they even spawned with a random potion every now and then.
- Hard Mode
I think these changes are well-suited for Hard Mode.
You're basically asking Mojang to remove most of the player's advantages over mobs. Not only would it be frustrating as hell if they just kept flipping all your switches and such, but it's pretty pointless IMO.
OK... the part about flipping switches can be gotten rid of. I'm not as willing to part with the rest, though; I'm interested in a harder survival experience.

If you're looking for a harder survival experience, I've got a topic based on that up. Making Survival about Surviving (Part one, mob AI's and related things)

I'm aware. I've read it, and I think it's quite a good post. I agree with what's in it. I just feel like more could be added to it, and to what's already in place.
No support. If a mob were to use flint and steel to light TNT, then chances are, it would end up and kill itself from the explosion. If other mobs could throw potions, that basically means witches become a rip-off of zombies, except without melee attacks. And mobs pushing buttons or not stepping on tripwire, combined with everything else, basically makes zombies and skeletons become players. They wear armor, have tools, mess with redstone, use potions, use items ECT. Overall, No.
Mobs using Flint & Steel would be unrealistically horrible, and would cause them to kill themselves if they lit nearby TNT (which could turn any hostile mob into a Creeper).
