I favor having seasons "sweep" across the land at a speed of 1024 blocks every tick (10240 blocks per second). That would mean a complete cycle of seasons a tad more than every 18.6 hours of play time which in turn would mean each season would last a tad over 4.6 hours of play time. That seems reasonable to me.
I believe the effects of the seasons should be in the chances of things happening, as in the OP, although there are a few details in there I disagree with. For one thing, I don't think the chances should be fixed but instead should "slide" between limits depending on how close the player is to the "middle" of a season.
For example:
In spring, there should be a 5% chance of breeding outside producing twins but also a greater chance of both rain and storms.
In summer, any fires should spread more quickly but crops outside should grow a bit faster than usual.
In autumn, crops outside grow even more quickly.
In winter, crops stop growing outside and breeding outside will either fail to produce offspring or won't give experience. Also shearing a sheep outside would sometimes cause it to die of cold (50% chance only immediately after shearing).
The amounts of items offered by villagers and their value could also be adjusted by season, depending on what is plentiful at the time (lower price for a lot of plentiful items, higher price for a few scarce items).
Most of this could be accomplished with only a little extra programming to adjust the "chance of happening" depending on where the season cycle is. Seasons could be tracked with a single variable since they would always appear in the same order and at the same "distance" from each other.
Anyway, what would you guys think if in blizzards or sandstorms, uncovered cauldrons would fill up with different materials removable by either mining the cauldron or right-clicking? Under a blizzard, a fully-filled cauldron will fill with(well, the contents will freeze into) an ice block and an empty cauldron would fill with a snow block. Under a sandstorm, a fully-filled cauldron will fill with a clay block and an empty cauldron will fill with a sand block.
These ideas are all great! It'll make minecraft more realistic but probably lower the damage effects with hail and sandstorms. Got a few more ideas though. An occasional avalanche would be really cool but only happen on mountains above the 90 layer on the Y degree and only a 5% chance of happening. Also, tornadoes and cyclones would make minecraft more exciting and dangerous. Tornadoes only happen in lightning storms with a 10% chance of happening and cyclones only happen in oceans with a 30% chance in summer, a 0% chance in winter and a 15% chance in autumn and spring but with adding the natural disasters they would have to add new blocks and what not. They should also add meteors and comets in it.

i say the sandstorm should come from the side, and move/create sand in the direction it's blowing at like a 10% rate, when it hits a block, so you house could be burried. and so could temples... so people will dig in deserts more often.
I support this fully. These are great weather ideas! I don't think Mojang has much thought about changing the weather though. You might have given them some things to think about. Great work.

These ideas are awesome! Although, like 0_Zippy said, the visibility will conflict with the render distance. Also, I think the sandstorm should take half a heart in 15 seconds.

I like the suggestion, only thing is the damage part. There shouldn't be any. There should be special effect for special weather:
Heavy rain = Slowness 1, vision reduced +
Blizzard = Slowness 3, vision reduced ++
etc.
There shouldn't have tornado or things like that... Minecraft isn't about disaster.
All weather effect should be like a potion effect and should affect the mobs and players.
Nice idea in general.
