Sugar has plenty of uses while cocoa beans, a plant that can be grown and harvested, do not.
I do not see a reason to add a potion for most of these effects. For the rest, I believe they are overpowered.
I have used these potions on modified servers and I'll tell you that they are not overpowered. They actually make gameplay much more fun, especially pvp.

What's overpowered is strength potions. These potions are not for they are given more rare ingredients the more powerful they are.
Also, regeneration is extremely underpowered. Hard to get and completely useless.

Having rare ingredients in no way makes an overpowered thing not overpowered. If you have the patience, you can get 20 of every potion easy. Since you say you've played with these potions enabled, do tell what prevents someone from just spamming hostile potions to give you all of the effects, and also what prevents someone from drinking all the good potions and simply winning a battle by sheer numbers (ignoring that Strength potions do that anyways).

No potion is over powered. I've played with every single one, and splash harmful potions go by very quickly, with only small duration and no way to stack them. Health boost does not do very much in pvp at all unless you are able to heal up enough to fill up those empty hearts, but the potion effect itself doesn't affect fighting. Absorption is like a different version of instant health, so I'm not even going to describe why that isn't over powered. Haste just affects mining speed, jump boost provide little to no combat abilities. With the addition of strength resistance is a needed thing to make fights the way they used to be. I don't see how these are over powered at all.
I like this idea, except I think the potion of decay should be available to players. The brewing ingredient would be a Wither Skull. They may be rare, but the only other use is to get the Wither Star, which can only be crafted into beacons. Potions of decay would be able to kill, unlike poison, but I think the Wither Skull compensates for that. Or overcompensates...maybe it's too much? What do you think?

Haste:Quartz beans? WTF
Dullness: Good idea, just get a better way to make haste, maybe some sugar added into a speed potion, so basically adding more sugar to the swiftness potions.

Decay: Creative only, if this gets added there would finally be more creative only stuff!

Today, MogMiner also posted an image that shows rabbit foots being used to create jump boost potions. That is one more potion that is getting taken off the missing potions list. I wonder what its corrupted version will be. Perhaps slowness, or hopefully nausea.
