Nice ideas, but I don't think famine would work. It's more for multiplayer than single player.

Diamond axe enchantment that allows it to transversely act as a weapon! (maybe called Battle Axe I,II,III)
Poison Resistance I,II,III on armor

Sword enchantment that increases shield-block resistance, maybe called Rampart I,II
Sword enchantment that increases critical damage Strike I,II
Enchantment for hoe (called Harvester I,II,III). Works as Fortune but works on ALL crops.
Enchantment for chestplates (called Deflection I,II). deflects SOME damage done by mobs/players, dealing damage to THEM.
Enchantment for leggings. Increases movement speed. Not effected by running, though. Possibly calledLightweight I,II,III
Echantment for Chestplate. Allows you to run for longer distance. Possibly called Endurance I,II,III
Enchantment for bow called Drawback I,II. Increases drawback speed.
Enchantment for bow called Range I,II. Obviously, increases bow's range.
Enchantment for bow called Slowness I,II. Obviously, slows an entity down.
Enchantment for bow called Entanglement I,II. Small chance to completely stop entity for x amount of time.
Enchantment for all armor called Hardened I,II. Decreases knockback severity done to player.
Enchantment for bow called Famine I,II,III. When hit, food bar has chance to decrease (I=half porkchop, II=1.5 porkchop, III=3.5 porkchop)
I don't think that famine is a good idea. I mean, in three hits, the other player starts starving immediately, and in two, they can't sprint.
Enchantment for swords called Charmed I, adds small chance the entity will get a random potion effect (good or bad)
I don't think this is a good idea. If you hit them enough they would eventually get poison, slowness, weakness, and all the negative effects, which would put you in a position of huge power.
most of these are good, but a few seem to be covered just fine with vanilla enchants already. poison resist on armor? You know protection already dose that right?

also we dont need a lightweight enchant for leggings that makes u faster forever, we have potions for speed.
as long as strike dosen't stack with sharpness that one seems fine.
Famine is only useful for pvp, and overpowered.
Charmed seems to be one of my favs on that list. Using the sword has a CHANCE (hints at post above) to inflict a short, random potion effect.
All the others seem fine with me as long as certain ones dont stack to make a god weapon such as drawback 2, punch 2, power 4 on a bow.

Enchant name: Rapidfire
Effect: Increases drawback speed and if you have enough arrows, it will shoot x arrows depending on level.
1 = 3 arrows, 2 = 5 arrows, 3 = 7 arrows, 4 = 9 arrows, 5 = 11 arrows, etc. etc. +2 arrows shot per level

This is easy to test and I've already done so myself. use a splash potion of poison on urself with no or unenchanted armor on. then do the same with protection enchanted armor and u will clearly see a diffrence in the dmg u've taken.

The Dumb Test
This is easy to test and I've already done so myself. use a splash potion of poison on urself with no or unenchanted armor on. then do the same with protection enchanted armor and u will clearly see a diffrence in the dmg u've taken.

Level 1 - 3 blocks across, 1 block high
Level 2 - 3 blocks across, 1.5 blocks high
Level 3 - 4 blocks across, 2 blocks high
Level 4 - 4 blocks across, 2.5 blocks high
Just remember this is just a suggestion!
I REALLY like the knockback resistance enchantments.
Quick reflexes: comes in two versions for the bow. It allows reflex shots to do more damage.
Light sword: one enchantment that allows sword strikes to be faster.
