What if your out one day your low on arrows for your bow and your sword is almost broken. A monster is running towards you and you decide to pull out your magical wand. Your manna bar is full 10/10 manna points.
You shot your first spell a fire ball and the fire ball hits the monster lighting it on fire. The monster runs towards you enraged. You shoot an ice spell freezing the monster in place. You then run up to the monster and punch it. The monster then shatters into pieces.
The Magic Attacks Info
-Standard Magic Attacks Sizes
Small- Costs 1 Manna Point
Medium- Costs 2 Manna Points
Large & Extended- Costs 3 Manna Points
Special- Costs 5 Manna Points
-Standard Magic Elements
Fire- Sets opponents on fire
Dirt- Suffocates opponents
Air- Increases opponents on fire damage x2
Water- Extinguishes opponents on Fire
-Extended Magic Elements
Ice- freezes opponents in place for 5 secounds
telekinesis- teleports opponent to the highest point (If Under any type of block such as a cave)
black magic- strong against agressive mobs
white magic-

Water- shoots a wall of water (like a wave) at the opponent
Dirt- the dirt pushes up from the ground in a wave like motion and then goes back down
Air- sweeps the opponent up in the air then drops them
-To uses spells you would right click with a wand in your hand at a block in the direction your shooting your magic. A gui screen will then pop up (time is frozen in this gui) and offer a screen of all the spells you've learned on the wand.
-To learn spells on a wand you must keep practicing the spell over and over on a block target that is created in your crafting bench (all items in the forum will be posted at the end of of how to create them)
-to learn a spell on a target you must right click on the target and the spells your wand hasn't learned will pop up. you will learn these spells in this order
-once you've made a wand you must kill witches. You cant use your wand at all until you have killed enough witches to acquire 3 magic pages. with these magic pages you will create a book of magic which allows you to learn the first 4 basic magic spells.

enchanting and spells are different in the way that spells are a ranged attack that helps when you need a special attack for the situation. enchantments are something you do to an item to improve it through magic

You mean kind of like bow enchants? We already have the flare enchant, which is like your fireball spell. So we could just add new bow enchants for more "spells."

Magic, at least in this way, will never be added to minecraft. The closest thing we're ever gonna get to casting spells would be potions/enchanted tools which serve a particular purpose or are better at certain aspects of their job- ohwait.
While I think a little bit of casting may potentially enrich and broaden the Minecraft playing experience, your system seems overly complex and necessitating too much memorisation.
Perhaps something simpler could instead be used; I'll come up with something on the spot.
A separate inventory 'belt' is added to the GUI, in which the player can place a certain number of spell orbs (4, possibly?).
Spell orbs would be things like 'Fireball', 'Lightning', 'Knock' or 'Healing'. Using these would detract from a Mana bar or something.
You can have one selected at a time, like items in the hotbar, and would use it with a new key. (X?)
You could scroll in either direction through that belt to select different spells from your assortment. (Z and C?)
This encourages specialisation and adapting your choices to your playstyle and situation, since you'll only be able to carry so many orbs for use at any given time.
Orbs would have to be sufficiently rare and difficult to obtain, either through rigorous crafting or exploration and boss battles.
Although even then, the system is sort of redundant considering the amount of possibilities enchanting and brewing already bring up.
Point is, your system is needlessly cluttered, although the idea isn't completely without founding reason.

ok i get that idea but last night i thought about this. what if you need your magic book and wand. the magic book has to be some were in your inventory and your wand equipped to use spell. now when your wand is equipped in your hand so is the magic book in a sorta map formation were if you look down you see the book. if you right click on the book it turns the pages of the book which have spells on it. this would get rid of the freezing time and gui screen.

I don't even know where to start, as to why this is a bad idea... Well, for one, most of the playerbase would quit, and all the *bad word* harry potter people would rain in.
Do you want to explain why this is such a bad idea, I think this is a fantastic idea. This will add a whole new style of combat and pvp to the game making things a little more interesting then just slashing someone with a sword or shooting them with a bow. Minecraft has the whole medieval theme going for it so why not add magic. And sure potions and enchants are great but they are not that great.

Not bad. I agree that some development for the idea is needed. But since when is there not?
My personal suggestion is to go for more of the Arcane Wizard feel rather than the Elementalist though.
There could be certain arcane implements like:
Ender Staffs (Ender Pearl, 2 sticks.)
Nether Staffs (Ghast Tear, 2 sticks)
etc. . .
Each implement could have special attacks.
