To be completely honest, I don't support this. The point is to be hard to get... because it is a boss. Saying its too hard to get is just like you playing a game that you could just go kill a boss. You want it to be a challenge. When I was getting the skulls, I was having fun and I was really challenged. I liked it. So I really don't support this idea.

I think this a thing a lot of people don't understand about this suggestion - this does not make it less challenging. Less time-consuming, yes. Less challenging? No. It could even be argued it makes it more challenging.
If you fight them in the Nether, you have to deal with Ghasts, fire, lava, and avoid Zombie Pigmen to attack them and claim your prize. If you deal with them in fortresses, all you have to deal with is the occasional blaze.
It's fine if you were challenged. But think about how long it took you to do it. Would you want it changed if it took you twice as long? Three times? That is the situation for many people.

I think Wither Skeletons should stay in the fortresses, but the chances of beating a wither skeleton skull out of them should be much, much higher. I'm talking around 40-50%. Just my two cents.

As it is right now, I set up an area for the Wither Skeletons to spawn in, and I just keep changing the difficulty to Peaceful and back until I see the coal-smeared skelebuts. Wither Skeletons are supposed to be scary, but having to go out of my way just to kill them, only to find that my Looting 2 sword got me more bones and coal, or a useless stone sword is so far from being scary, its laughable. So far, after days of farming, after ensuring that no Wither Skeletons can spawn below, after selecting an area that is surrounded by fortress on all sides, and maximizing the blocks that can be spawned on, my looting 2 sword has given me a grand total of 2 skulls. Fighting one WS is pathetically easy if the player is prepared, but trying to fight off 3 or more gets much harder, as it becomes so much harder to keep them away. Because of this, the player would be made to fight smarter, to brew some potions, craft some armor, and get to killing those blasted skeletons! Due to the way that they spawn, on a block with light level 7 or below, most of the fortress gets pretty well light up after a few passes, but lighting up the whole nether? Impossible. If they got moved out of the fortresses, they might be an actual challenge. We need to have more WS's in the Nether! Did I mention I'm using a LOOTING 2 sword?

Finally got the third skull, brewed some potions to help me fight, and the battle was over in like a few minutes. I took more damage, and my armor took more durability loss preparing for the fight than the actual fight.

Good job. I gave up myself - I have enough time to collect all the skulls, but it just is so boring and takes so long I just spawned the thing in creative then cheated myself to survival to fight it.

I support terribly much! As much as most people find them easily, I have hard times finding fortresses (I know, right). And them for the fact of the matter, I haven't even gotten one skull. EVER. And I've killed at least.... 300 Wither Skeletons. Yeah. I support!
Similar to slime spawning, in random common chunks? Like 20% instead of 10%.

I thought of that, but I was never really a fan of that spawning system. It is not really immersible, as people use chunk finders or similar out-of-game features to locate appropriate chunks, and those chunks would be a lot harder in comparation to the other chunks.
I think the better solution is just to disperse the spawning out by making them spawn uncommonly, rather than limiting them to certain chunks.

Why not make them spawn in groups like pigman? Just 50% less chance of finding them. So for every two groups of pigman, you will find a group of WS.
They better not become as common as slimes are now. Mind you, slimes kinda needed a population boost since sticky pistons came around but now its kinda ridiculous lol.
I dont even bother farming wither heads. For all the reasons you gave. Too damn rare, and the Wither isnt much of a boss anyway as hes just hard but offers no real reward other than satisfaction.

Exactly! Moving them out of Nether Fortresses would make it harder, but fix perfectly the problem of it taking so long. It's a win-win solution!
