I feel like the Overworld deserves a boss, considering the End has the Dragon, and the Nether has the Wither (YES, he is summonable anywhere, but he is made from Nether material). Why not add a Spider Queen?
She can spawn underground, in her very own Generated Structure. They are very very rare structures, found randomly deep underground. The structure would be covered in vines, cobwebs, gravel, dirt, stone, cobblestone, and mossy cobblestone, to give it a ruined/ ancient feel. It'd be a large cavern like structure, with caverns being able to run through areas of it.
The Queen is basically a giant Spider. When you first see her (A "Spider Queen" boss bar would appear on your screen), she'd automatically notice you. She'd be in the very middle of the room, surrounded in a ring or wall of cobwebs, like a nest. Because, her young ones are in the nest, and by that, I mean Cave Spider Spawners. When you go into a Spider Queen dungeon, there will always be 1-4 Cave Spider Spawners in the nest in the middle of the room.
She will be immune to cobwebs, passing through them with ease. She can actually shoot cobwebs (like they are string) around to swing around, or shoot them at you to encase you and slow you down. She can also spit poison at you, giving you the 'Poison II' buffering. She can pounce on you, by rising into the air using her cobweb and hopping down, crushing you. It will cause suffocation damage, but you can get out by damaging her a bit.
Overall, Cave Spiders, cobwebs, suffocation, poison, yeah. It'll be a tough fight, as a boss should put up a challenging fight. When the Spider Queen dies, she will drop many cobwebs (the actual blocks, which'll be the only legitimate way to obtain Cobwebs in survival), and a few Spider Eyes. She needs a major drop though, so I'll be relying on you people to help me with that.
Though your suggestion is well thought out, I'd prefer a new boss that has extreme amounts of originality like The Wither has, and to a smaller extent, the Enderdragon. That's just me though, as I don't want any kind of boss mob that's an enlarged version of a normal mob.

I don't think adding a new boss will be good, since there is a new boss thats still being worked on.

Very repetitive idea. No support. Minecraft doesn't need a new boss. Considering the Wither is coming out in 1.4.
We DO require more bosses. At least, I believe the game should get more bosses/ mobs. After all, 1.4 is the Pretty Scary update, why not more than one boss? Also, I'm unsure as of how it is repetitive.

I know right it would be cool. But it would be a handful cause there working on 1.4

No, because the end is basically a boss dimention for the overworld. Its not really standalone
The End isn't a boss dimension for the overworld. It is its own dimension. It may only be accessible through the Overworld, but it isn't for the Overworld. I mean, the Nether is accessible through the overworld, but was it made for the overworld?
There are too many things about her. At this point, she's on-par with the Enderdragon. We want her to be hard, but not ridiculous. Here's what I propose:
-The Spider Queen's lair is thick with cobwebs, so you'll need a very durable sword to get through them easily.
-Her cave will also be surrounded by a new block, which is a variation of stone that has web surrounding it, and is impenetrable. This makes it impossible to shoot through a little hole in the cavern at the Spider Queen.
-She will randomly spawn a mass of cobwebs near or around you, so you'll have to constantly be moving or cut yourself free.
-She will also randomly spawn spiders and cave spiders (or, perhaps, at certain points on her health bar, a number of spiders and cave spiders will spawn).
-The Spider Queen has one attack: Bite (surprise!). This deals 3 full hearts of damage, plus a poison effect.
-To avoid getting too close (as the bite attack can be pretty detrimental to your battle), there are a few methods:
1. Stock up on milk (you should do this anyway), so that you can fight closeup with your diamond sword.
2. Fight from a distance with a bow (but keep a sword on-hand to avoid getting stuck in cobwebs).
3. TNT.
I agree. Something that is distinctly original... MAYBE a king creeper. Not sure.
That is even less original than the Spider Queen.

Drop:
50-60 Green Oil (crafted with glowstone dust to make green glowstone dust, which is crafted for green glowstone with a slightly different texture)
