Haven't played in awhile but the block that you can turn on and off with a switch it should have a property to it that doesn't allow monsters to spawn even if its off that way its actually useful and if it has this property sorry I didn't know haven't played in awhile but it would allow for a few more scenarious to be created. Just make it have the same radious of spawn protection that his has when its on when its off you could then hide them behind walls and actually have parts of your base not be super lite up.
Correct me if I'm wrong but I think ANARKY meant a block that acts as a switch rather than placing a switch upon a block like it currently is now.
I'd support this because it would look better than having a huge switch placed somewhere near a lamp. Of course redstone would be used with it just like current switches.

Prince got it. Whats the point of having lights that you can switch on if when they are off mobs can spawn? Your gonna keep them on then all the time.
I'm saying keep the radius that mobs can spawn the same as if it was on when its off...make the radius go through walls as well this way you could actually create an area around your base were mobs don't spawn yet you don't have 200 lights just place a block under the dirt every couple of blocks you then could in theory create safe zones while keeping the area's natural beauty. This wouldn't be OP b/c yo could do the same thing now but you would have visible lights everywhere so no one tell me this would be to OP.
I think it is because you labeled your post "light switch block" that is throwing people off. I'll admit I didn't read your post carefully the first time. That said, I like being concerned about monsters spawning where it is dark. Just place a lightsource and leave it on.
The idea sounds a looot like redstone lamps. Perhaps there should be a separate item that would prevent mob spawning, so you could make fancy dark dungeons that don't spawn monsters even on easy/normal/hard.
It isn't needed, but it fulfils a purpose. Slabbing or glassing everything is tedious and ugly, and furthermore, you have to use opaque blocks to do Redstone - so anywhere Redstone is laid down, mobs may spawn. If you had something that could prevent mob spawning while allowing a room to be dark, and while allowing a dark room to be host to Redstone (and other things that must be placed on opaque blocks), you would have a unique function.
Therefore, I support this. However, perhaps not as a Redstone Lamp, but as its own Redstone device with more expensive materials... and a secondary function, perhaps, such as providing strong power itself, like a Redstone Torch, or providing a negative Redstone charge, or by nullifying Redstone power in an area when powered by Redstone for a set period of time - the time that can be set would be sets of ten ticks, or one second per setting, to a maximum of five seconds of nullification. If you had a block like that, you could create longer clocks with fewer blocks used.
Or perhaps just make it a long-set repeater. Would be simpler, though it would remove other possible functions that I haven't thought of.
Why are you against having the redstone lamp have the function? Tech it already does have this function if you keep it on in the open...so what does it hurt if it has the same function when off? What scenario would you be missing out on?
