The books would be a one time use and require no experience to use (they require experience to make however). Villagers could trade enchanting books and they'd also be obtainable in dungeon chests.
Another idea I have is you could make a reusable enchanting book which WOULD cost experience to use. This way you could get the enchant you like constantly. Due to how powerful this would be you'd need to create a jewel-encrusted book and quill, which would require two diamonds, two emeralds, and an eye of ender.
What do you guys think? Do you think the normal book should require an eye of ender as well? Do you think the unlimited use enchanting book is too powerful but the single use book is a good idea?

How is it a complicated mechanic? You simply put the book in the table and enchant it. To use it you right click while holding it and then basically get an enchanting table GUI with the enchantment on the book (then you put your weapon in there and enchant it)
The potion system would be more complicated as you'd have to brew the potions.
How about instead of UNLIMITED ENCHANTMENTS, why not switch it to maybe 50 enchantments per enchanted emerald-encrusted book? Also, would these enchantments be able to stack? Can you see the name of the enchantment on the book if you move your mouse over it? Lastly, can these be stored?
Like I stated, this looks interesting, so I support it. It also makes enchantment more secure and less of a trust issue.
