So far all the limitations that I've seen suggested are not enough, consider, the most powerful weapon in the game is the diamond sword, it takes 2 hits to kill most enemies. Many people would argue that the bow and arrow is better as it is far safer, for this reason the limitations of the bow and arrow are that it takes around 5 shots to kill an enemy. Therefore to introduce a weapon that can kill an enemy in 2 shots, at greater range and with more accuracy than a bow and arrow is ridiculous, regardless of how many bullets it carries, which would have to be at least 2 otherwise there'd be no point.
I personally do not want guns in the game at all, I think the argument that they would fit in because of tnt is a stupid one. TnT was only placed in the game because of it's usefullness, and relation to mining. Just because all the neccessary ingredients for a gun are already in the game, does not mean that guns should be. I think when Notch said Guns did not fit into minecraft, he was refering more to the style of the game than the time period, or level of technological advancement. There's glass and steel in the game too, thus technically mirrors could be created, and with mirrors it is possible to create a sunbeam which can burn through rock, that doesn't mean Notch should put that in the game too, does it?

The first suggestion made says that you can only shoot an Arquebus if you have crafted/prepped it's bullet. Then when you fire it you still have to wait 2-3 seconds for the thing to fire, and you can't move when firing it. The revision to it does nothing but say that it still takes the same amount to fire and still has the same conditions except you can move the reticule when firing, just not your actual body since as an op said this ancinet bullet would be stupidly hard to hip fire.
The Second suggestion says that you can't move as well that it takes 1.5 seconds to fire, and that you can fire the bullets without crafting it, the issue is is that the gun's durability goes down due to it over heating, and if you go ahead and shoot it without letting it recover the thing breaks.
None of these weapons sound overpowered please read carefully.
Also how can you say it doesn't fit when Minecraft is clearly this weird Industrial Age setting fueled by alchemy and magic?

Sorry but i have to correct you. It says that when it overheats you cant use it until it cools back down. We figured breaking the gun would make it so no one would want to use it.

Bullets: when they are crafted = 1 bullet = 5 hearts of potential damage.
Either way if you craft each recipe once you won't kill an unarmored human.
I came up with a few options to choose from
1. leave it as it is, its already pretty complicated. (same as is and we need play testing to see for sure.)
2. make the ammo recipe create 2 bullets. (Allows the ability to kill a person upon one recipe made)
3. option 2 but lower the damage of the Arquebus to 4 hearts. (makes it equal to the bow's craft:damage ratio)
4. Option 1 but increase the damage of the Arquebus to 6 hearts. (makes up for only one bullet)

While i don't necessarily like hit scan i have a solution.
We Stat out 4 different versions of the Arquebus.
Version 1: manual reload
Version 2: Manual reload with hitscan
Version 3: Overheat
Version 4: Overheat with hitscan
all of them given the Options of 1, 2, and 4
Remember, Notch could add all sorts of mobs. Dragons, right? If there are dragons, I want an arquebus. That would be so Farmer Giles of Ham. How many hitpoints will a dragon have? Thirty? Forty? If the gun only does five damage, it will still be a challange.
I don't think it would be overpowered or cheapen anything. If you were going up against a skeleton, two zombies and a creeper and you only had the gun, you would do very badly. It would only be useful to fire the shot you have loaded and then switch to another weapon. Against one mob, it would be a waste since a single shot consumes a fair bit of resources and you could have just used a cheaper weapon. And if zombies are busting down your door, you need a gun. Guns and zombies go like mayonnaise and Wonderbread.
Another thing. You should have paper cartridges. If a single shot consumes gunpowder, paper and iron, it's not something you want to waste. I'd think the range would be less. Maybe no more than fifty blocks. It would be smoothbore. Shorter range, expensive ammunition, slow reload time, it's not going to ruin the game. Notch wants to add weather, make it not work in the rain too. It would be a weapon with a specific slot to fill. Not always better, not always worse. I think it would ge great.
Too bad Notch doesn't want it. Is he staunchly anti-gun or something?
Maybe Notch has a genuine moral problem with guns in his game, and if that is the case I think we should applaud his noble spirit, rather than try and persuade him otherwise.
I have a genuine moral problem with being attacked by zombies and not blowing their heads off with smoke and heavy metal. It's such a waste.
Muzzleloading, smoothbore, flintlock firearms are hardly accessible too. You don't hear much about them on the news. You hardly see them in games. I think his little sister found his Dad's loaded Glock. That's my guess.
I don't know where that moral thing came from but that's besides the point of this thread. This thread is a thought exercise. IF guns were in Minecraft, what would they be like? how would it behave? how would it be balanced with the rest of the objects and weapons in the world. would it be useful? would it be fun? Would it help us calculate PI? our answer was the Arquebus.
If we can get Notch to even give his opinion on the work we have done in this thread, then i will feel great! if he puts it in the game. BRING OUT THE VODKA AND SHOWGIRLS!!

i had a thought. should the gun be more fun? should it have cartoon-like kickback, or light mobs on fire instead of doing a bunch of damage, or shoot spirally-ass bullets (that are not random, just follow a spiral path), or light creeper's fuses, or break certain blocks when you shoot then, or have the ability to be loaded with broken glass, or actually just shoot poison darts that make mobs and players stumble around for a while?
In simpler words, i feel like the Arquebus is too well thought out for Minecraft. I feel like this gun is the product of politics and compromising, and not a product of creative thought. I feel like a gun, if we ever are to add one to the game, should be like the rest of Minecraft: so-stupid-that-its-actually-quite-endearing-and-fun; like the crops that grow faster when surrounded by torches; or the TNT made from gunpowder that is harvested from the corpses of infinitely-frowning, armless, exploding ghouls; or the sheep that can be sheered with a sword, axe, pickaxe, shovel, fist, or flower; or the trees that suspend themselves in the air and our ability to punch them down; or the diamonds that can be fused together via worktable to form tools and armor; or the abundance of natural caves that spiral into lava filled diamond and steel mines within 64 meters and are bottomed of with unbreakable bedrock and an endless Void.
I don't know what world you live in but I think those things are perfectly logical, in fact my route to school each morning consists of tunnelling through several mountains, jumping a few lava pits, and running away from exploding green penises. It only takes me 35 minutes.

Also if you have your Arquebus work through a hitscan instead of projectile speed we have a deal.(hitscan is much more easier to program)
