I did a search and couldn't find anything like this, as well as I'm keeping the idea simple. 1.3 is coming soon and with that both Pyramids and Jungle Temples, so why not add to that a Glyph Block. The Glyph Block mines like stone but produces 1-2 Glyph Dust that you can then add to an enchantment table which will allow you to translate a letter. Every 4 Glyph Dust added to the enchantment table gives you one translated letter at random. You can also combined 4 Glyph Dust to make a Glyph Block and instead of needing Bookshelves use Glyph Blocks and they automatically translate the Glyphs that go to a enchantment table to English. The same amount of bookshelves that you use to make a fully enchanted enchantment table is the same amount of Glyph Block you'll need.
This Glyph Blocks are hard to come by, spawning mainly in Pyramids, Jungle Temples, and Strong Holds but sometimes in Villages to and rarely anywhere else.
The Glyph Block or Glyph Dust generate the enchantment that you want to enchant onto an item to English.
I think Mojang wants the enchantment to be a suprise..otherwise it would be way to easy to get what you wanted. Yes, glyph blocks would be "rare" but you know that people would just take countless hours striving to find as many as possible. After they found what they needed glyph blocks would no longer suit a purpose and enchanting would then be far too easy.
A fun idea in the short run, but I don't see it coming about in the future.
The letters on the enchantment table make up random words which do not have any relationship to what the enchantment is going to be. So unless this was changed to actually say what the enchatment is on the table you would get nothing helpful.
Also as said above...it is supposed to be a surprise and random.
Enchantment names are randomly constructed from the following list of words. Three to five words are chosen from the list and appended to each other, then displayed in the Standard Galactic Alphabet. Note that the names have no meaning and are not saved on the enchanted item (meaning they will tell you nothing about what the resulting spell will be), and they are only displayed in the Enchantment Table interface.
The following list of words contain all the possible enchantment words after deciphering.

But giving the nature of the Glyph Block, there are plenty of other things that both the Block and the Dust can be used for.
