Counter- An armor enchantment that will damage any mob that attacks you except for ranged mobs. Only does 1 heart damage for each peice of armor with this enchantment.
Vision- A helmet enchantment that will let you see clearly while you're underwater, underlava, and in the void fog/bedrock fog. You will glow at a certain light level depending on the enchantment level. 1 is bright as a redstone torch, II is bright as a torch, and III is bright as glowstone.
Bottle o Enchanting- XP Storage. Put a bottle in an enchantment table and you get a bottle of enchaning. Share it with your friends on smp or save it in your chest in case you died in lava. It always cost 15 experience points and works like what the wiki says, "It drops 3 - 11 experience points."
Flinch - A sword enchantment. At level one, the aggressive mob you attack will not chase you for a moment, maybe a second or until you hit them again, and then they will continue to chase you this only happens sometimes. At level II it's like level one but by some chance you've canceled one of their attacks, putting a delay on them before they can attack again. At level III you might cancel their attacks and continuously hitting them will make them run away from you for 7 seconds, but after you hit that mob they won't run away but they still would stop moving or attacking or in my case, "Flinching."
I like counter, vision would be usefull except minecraft only has stationary lighting so being able to emit light as you walk would cause issues. Storing experience would be cool but it has to be not in a bottle as a bottle of experience exists and this would cause issues. I'm not sure about flinch.
I like counter and vision, but counter needs levels and vision shouldn't make you glow. Storing experience would be cool, but you should store levels in it and then get those levels back.

The thing about the xp bottles costing 15 levels. An xp bottle drops 3-11 xp. Not levels. Currently you need 469 xp for level 15. Second, the lighting from your position is not possible in the game without changing the lighting system. Other than that, good Ideas.
I didn't really think the lighting for Vision was necessary. I just put that idea there if the other properties for Vision wasn't enough but I was more concerned about seeing trough the cloudiness when your head/camera is in the water, lava, and void fog. You won't see through the liquids if you're not in the liquid so you can still see the surface of the water or lava when you're not diving.

Vision: I like it, very much.
Bottle: No, I don't like the idea of enchanting a bottle. I more imagined making them by brewing an eye of ender.
Flinch: Ehhh... I'm not sure. Why have a sword if you just wan them to run away? Perhaps an "Intimidate" enchant for armor instead?
