You seem to be thinking TMI is for everything, that TMI is capable of doing everything there is in minecraft. No. That's why there's other mods and third-party programs like SPC and MCEdit. Because there are MANY, MANY things that TMI cannot do.
TMI is a very useful tool, but it can't do certain things, like - Build a wall hundreds of blocks long under a minute - Create floating blocks (lava, gravel, etc) that can be updated for traps - Copy a small structure multiple times - Teleport to the Far Lands - Turn off damage - Change Biomes - Many more
And one of the things it cannot do is change what spawns in a spawner.

I'm not trying to turn this into a flamewar (flamewars are rediculous and completely unnessicary).
I'm just saying that I don't think it would cause bugs and such (the reason I added lag is because that's such a common thing people say that I pretty much expect it to be in any post talking about bugs ). If they let you right click the spawner after placing it and then selected the mob you wanted to spawn that would work. As for in dungeons; to prevent people right clicking it and making it spawn pigs or some other passive mob just have two spawners and make the one found in dungeons drop the other spawner.
Basically think of a furnace, but rather than placing stuff into it it has a menu only that menu is for spawning mobs.
Crafting spawners is too much work, and unnecessary crafting.
It would be easier if Silk touch II existed and THAT picked ice, spawners, and panes up, rather than the way it is now(in the latest snapshot) picking ice and panes up with Silk Touch I

To make it balanced, somewhat harder to do but still plausible:
Each time you destroy a spawner you get some kind of drop, just some separate item entirely that functions as 1/8 of a spawner.
Then after finding 8 dungeons and collecting 8 pieces, you would be able to craft the spawner of your choice. It is more simple than it sounds, in the center of the 3x3 crafting grid, you would put an item dropped by the mob you want to spawn. So for example, for zombies, you would put rotten flesh in the middle, and surround it by the 8 parts of the spawner.
Concept:
Rotten Flesh = Zombie
String = Spider
Bone = Skeleton
Gunpowder = Creeper
Ghast Tear = Ghast
Gold Nugget = Pig-zombie
Blaze Rod = Blaze
Magma Cream = Magma Cube
Slime = Slime
Ender Pearl = Enderman
Porkchop = Pig
Beef = Cow
Feather = Chicken
Wool = Sheep
And the most obvious. . .
Dragon Egg = Enderdragon spawner
. . . Okay, they don't all have to be implemented, but you get the point. . .
you can just go hunting and find 5 dungeons, then go to a double mineshaft and find 17 more, then you do a super-farm in front of your house, tons of XP in a second, he does not want people doig xp farms, thats why he added the xp from pres and more linear
also, they are tile entities, not damage, like wool, you cannot place a furnace with coal in it, can you?
I like the idea, just because I can make a super farm of 20 cave spider spawners.
If you don't know much about the tehnical side of Minecraft what makes you think changing this perticular thing would add tons of bugs, glitches, lag, crashed, and corrupted worlds? As long as it's actually programmed properly there'd be absolutely no issues.

In all seriousness, it most likely wouldn't be too hard to change it to work off of damage values. And no, it wouldn't involve an ENTIRE RECODING of Minecraft like some people are suggesting, that is, unless it was programmed really, really, unimaginably poorly. This is speaking from experience with programming in Java - you should be able to just change the implementation of the spawner itself and maybe few other things and you're good to go. That's the power of encapsulation in object oriented programming.
As for balance issues, I really don't think it's quite as overpowered as people think. People can already farm spawners. It's just an issue of them being able to bunch them up for faster farming. The EXP system has changed so much in the latest snapshots that experience farms have become a bit of an anachronism, and, aside from maybe arrows, most mob drops aren't needed in bulk anyway. But if it will satisfy other people, perhaps there could be a reduced spawn rate from placed spawners vs. generated ones, or some kind of reduction in spawn rate based on number of nearby spawners. I think that's fair.

The difference is that it's a challenge server; an OP/admin should be the one controlling which mobs spawn where.
Meanwhile on regular survival, it's a deterrent from farming everything. Farms and grinders are fun to build, that's why they're still in. However it does still get you lots of items (such as bones and arrows) and if it's an XP grinder, a higher chance of free, sometimes enchanted items (rare drops) and easy leveling. As a result, farms shouldn't be buildable legitimately wherever the hell someone wants, such as over a pre-made lava pit or in your private training room for PVP. It adds a tiny bit of challenge to the game. If you really don't want to walk all the way there, accomplish more by building a rail line to there.
I honestly think mob spawners should rarely drop mob eggs; which is useful in many ways.

the spawners, as well as furnaces, chests, dispensers and all that, are tile entities because they use storage (chests items, furnaces coal or food, dispensers arrows, what kind of mob a spawner will spawn) or/and use game ticks (how much time needs to cook a porckchop, or in how much time a mob spawner can spawn again, etc) that's why you cannot move them with pistons, or get a furnace with food with silk touch
Actually, if you picked up a spawner, then placed it, it would only spawn pigs, which is ridiculous and probably not what you had in mind.
The plugin Creaturebox allows pickup of the spawner type that you mined. It may be hard, but is not impossible. Mojang stated that spawners showing anything other than pig on SMP was impossible before, but look at them now. A skeleton spawner shows a skeleton, zombie spanwers show zombies, spawners show as they should. It should be possible for silk touch II to be implemented and have it pick up spawners, ice, and Doublesteps(I know silk picks up ice in 1.3, but It should be silk touch II that picks it up)

Mob spawners were silk touch-able for one brief patch...
On my home multiplayer server I picked up 14 of the things before this 'bug' was corrected. Ten currently remain in storage.
Not sure how I'd feel about them returning to being pickup-able though; but personally I'm usually against farming machines. (And monster spawners have very few uses outside of farming machines)
