Remember the old dispenser texture? The one with the rather angry looking face?
I suggest adding that back into the game and having two kinds of dispensers.
Angry dispenser would work just like the current dispenser.
Nonchalant dispenser (the texture we have now) would work the same, except instead of firing arrows/snowballs/eggs as projectiles it would let them out as loose items to be picked up.
So this would have one dispenser for just peaceful dispensing, and another that allows attacking too.
I don't see any reason why people shouldn't be able to craft the two types of dispensers back and forth into each other freely, requiring no additional crafting components.
The Allocator suggestion sort of does this, among other useful things. It requires a chest, etc. for the input of items, but that also means extra storage space.

I would accept it under these conditions, the only problem is that you would have to keep this contraption away from survival mode players in a server. The game wouldn't really know who's activating it.

You can just make the items limited when placed in on survival and infinite in Creative.
Actually, I would settle with a slight knockback for everything that doesn't do damage anyways The short moment of scariness when you're hit by a feather shot at you should be good enough
Also, I'm pretty sure it is possible ( and reasonable) to enable Dispensers being infinite in Creative only. I guess everyone should be okay with this version.

Well, in a server, if someone in creative places one of these to, idk, destroy stuff, logs off, and then a survival player walks over and could use it against other people. The only thing dispensers know is the redstone signal attached. In that case, you would have to make redstone owned by certain players, like pets. It would be too complex.
Yeah, I wanted to make a thing to give players in an arena their starting arrow ammo. Sadly, all the dispenser did was shoot arrows at them and kill them.

That would prohibit to place them in Survival Servers completely ( also for those who changed gamemode) which would be a bit inconvenient but not really trouble ... If that doesn't work I have to agree with you that it would make problems.

Edit : Damn, I didn't notice Arrow(Item) and Arrow(Flying..) are two different entities... Which means it should be impossible to "fire" items with a knockback or damage. This would need a Entity (Item(Flying)) for every item in the game ... But I think being able to fire porkchop and/or cake would be clearly worth it

Just because they're two different entitites doesn't mean they couldn't use the regular dispenser drop animation, just in a straight line and able to do damage ;). Certain items, like wool, feathers, or wheat shouldn't cause harm, but shooting bricks (item and/or block), cacti, or potions at mobs and other players would be really fun :lol:.
