Notch seems to be tossing around a few ideas on what to do with resource blocks that aren't collected, but I don't remember him mentioning this idea. It's pretty simple so I wouldn't be surprised if someone has already proposed this.
If a resource block (the small block produced when you break a block by digging or TNT) is not picked up withing a certain amount of time, it turns back into a normal block wherever it lays.
I don't like this idea. I think the blocks should not take up place, so you could just build over them. If you did do that, it would move to the closest air block.
If I blow a hole in the ground, it damn well better stay there. Also, I don't want my mining tunnels closing up behind me. Don't like this idea.

This is how it works in the current indev version.
Sorry, I meant for Server multiplayer, something in the settings config like the one in the servers right now, after all, computers can widely range in the strengths and weaknesses in the graphics card.

TNT doesn't create a resource for every single block it destroys, so it wouldn't be completely filled up.

A good solution would be to have all these performance saving options gathered under Low, Medium, and High GFX settings like many games do.
