A way to store XP, an XP chrystal. The highest level I ever got to before death was 15, seriously... so this is a solution.
The block looks like chrystal, the color of ender pearls, it's crafted like this:
where =ender pearl.
This block merges with any adjacent chrystals, and they share content.
Right clicking the chystal opens a GUI, one chrystal block stores the XP required to get from level 0 to 10, and the GUI is composed of two sliders, representing the chystal's XP and the player's XP.
The sliders transfer your XP to storage, and if a chrystal has any of someone else's XP in it, you take damage from right clicking it, more from left clicking it(attempting to mine it), and touching it does the least, so a player can use a huge amount of XP for a wall(even more evpensive than obsidian, best for safehouses).
The chrystal blocks drop 1-3 ender pearls, so it drops like glowstone. They also drop XP(the total amount of chystal blocks connected divided by the XP in them). The blocks also glow to show the amount of XP in them, the same amount as the amount they drop.
Why not have the crystal come from the healing blocks in the End? It could be dropped (maybe damaged) once the block is destroyed, and you need to use a ghast tear on it to turn it into an XP crystal?
I might support this if it didn't completely go against the plan Notch had with Enchanting!
Objective #1 of Enchanting is to give the player more incentive to not die. Now you just want to make it so that people can just go and store all their experience away and no longer care about what happens.

XP was added to make dieing more serious. It's supposed to motivate you to stay alive. By making it so that you can keep XP even after death, you're undoing the very reason XP was added in the first place.
I don't think it should be a craftable item, but rather a crystal found in caves on rare occasions. Minecraft doesn't have crystals yet so maybe this could be implemented.
I think crystals should be decor blocks, but not store XP. If you really find it hard to gain XP at levels higher than 15, start playing it safe; build walls around where you live, and/or light up the whole area. Even try a Minecart-only door out of glass panes (you can ride in without taking damage, mobs cannot enter)
But storing XP just seems like you aren't able to really handle XP at all, that you hoard it like you normally would diamonds, and pretty much that you are unable to gain XP wisely, so you store what little you have and let that build up into a large amount.
Like I said, I think crystals should be decor blocks and (like doggydude142 said), found in caves. I also think they should only minable with silktouch (to keep people on SMP from taking every last one of them), and break like glass otherwise. Possibly coming in different colors, or maybe changing color if possible.
