Maybe have a file containing an id on the computer. Basically, it works like this:
On connect, if there is no saved id, generate an id based off system characteristics.
If that's already taken, add one to the id, and check.
The ID should be long enough to avoid the possibility of exhaustion.

It can all be changed/spoofed. If they're that hell bent on coming back, they will, why does Notch need to waste time building such a system? It'd be "cracked" in 20 mins anyway.

I IP ban him for drawing it on someone's pixel art.
Later, he comes in, saying his IP changes daily.

/banip him and normal /ban them afterwards, it's not that hard and it doesn't eat that much time
