The match would be a simple item, having the same purpose of flint and steal, but rather different. If this where to actually be put into the game, when placing a torch, it would be placed a s a stick with coal ontop, but not set aflame. You would need to light it using a match. The match would be crafted from a stick and a phosphorus powder ontop, it would produce 4 matches.
Phosphorus would spawn naturally in minecraft, but would never spawn adjacent to air blocks. When mined it would produce 3-5 Phosphorus powder, which would be crafted into matches with a stick. And the phosphorus powder, when exposed to an air block, would glow faint dusty rose. It's naturally color would be darker dusty rose, covered in stone. Yes?
So that Flint and Steel can be substituted early when you can't sacrifice an iron ingot. And so that torches have a small ammount of realism and logic so that they don't (somehow) be light when placed.
Extra: It should take about 0.7 seconds for the player to light the block/torch.
But what would you need to light on fire before you get an iron ingot?
It's not really a game about realism, so more of that isn't needed. Logic isn't exactly one of Minecraft's strong points (Creepers, anyone?). So having to go around and light every torch you place would just get tedious instead of enjoyable.

I never said they'd be deap inside rock. They would spawn on any level, and would ussualy just be 1 block beneath the stone/dirt/sand/other
