When it's your first time playing Minecraft, Skeletons might seem like a very hard mob to kill with their unlimited arrows and their aimbot AI. But then after awhile of playing the game you might find yourself skirting around them and avoiding their arrows, and killing them with ease.
To get to the point, my suggestion is this: Skeletons will have a limit on arrows, maybe between 5-10. After using up all their arrows, they will put there bow away and draw a sword, an iron sword preferably. From there they will attack you as Zombie Pigmen do, and the skeletons in the immediate vicinity will all draw their swords and attack you, as it is too easy to just shoot down one skeleton without his bow.
And that is my suggestion. If you have any ... suggestions on my suggestion you want to send my way, It's fine. I can take constructive criticism.
Skeletons aren't that hard to out-run, and doing this would make them underpowered.
Simply strafe them until they fired their arrows, then kill them with your own arrows.
Very simple, and makes it easy to kill them.
And even if several chase you, simply run away, go up a 3 block tower, and shoot them to death.

The whole point of skeletons, is that they are a ranged type mob, and can attack you even through holes.
Not only that, but they also give you bone meal. Bone meal is an easy way of getting wheat, and growing insta trees.
Making them this easy will take away the difficulty of getting bones.

Right, because we definitely can't take a short jaunt around the house and find six bones without any effort almost every morning.
To OP, if you're going to make skeletons better, you need to make sure that they aren't overstepping boundaries and becoming better versions of zombies. Notch's design patterns show that each hostile mob presents a unique combat experience. If skeletons pull out any kind of melee, I'd want it to be weaker than a zombie. That reinforces their place as a primarily ranged mob while also rewarding players who can exhaust their arrow supply, or get too close for them to use their bow.

And to respond to your concern with the skeletons being stronger compared to a zombie, they wouldn't because there will be a mob of skeletons swarming after you, and having something more powerful then a zombie coming after you all at once would be unfair. So I agree with you.
