What it would do is a rain catcher would when it rains (and after untill used) is you would be able to right click it with an empty bucket to fill it up with water. Another use for it is when raining it would be powered making it possible for weather detection so you can have your doors autolock when theres thunder, (And more obviously.)
Now for the cool part if your in a snowy biome you can still use it, infact I'm sure this is the part that will be used the most. When it snows instead of water it would be ice and you would get a bucket of ice and by right clicking you can place ice. If you don't wan an Ice bucket though, by putting the bucket of ice in a furnace it will become a water bucket.
Back in my day, we walked up 150blocks of mountain both ways for 1 bucket of water, and we were thankful for it.
LOL fail, bedrock to max height is 128 also water doesn't NORMALLY spawn on mountains, unless your talking about walking over it then down. In which case, you could go to your spawn, chances are there's a pond or a beach. Gtfo troll with your "useful" feedback.
First I must say that your sig made me sick, second nice idea, simple one too, try making it into a mod and from there, who knows? Maybe notch will include it
It's ok, but I can't think of any devices you only want on when raining.
