Moving the islands seems like it would be hard to code. I trust you've noticed how groups of sand fall? The movement is kind of buggy looking, and they don't collide with players while falling.
Actual moving islands would be like that, except everywhere. You would fall right through the islands unless the collision issue was fixed, and even then it would look ugly.
You could "fake" moving islands by having a fake ground below that moves along like clouds do. Beyond that, moving flying islands just doesn't seem feasible.

I think there is one potential way of doing this that would make many people happy. Clouds are treated as entities and can already move. They are planned to split when hitting an object, but currently go through. Why not make so clouds have a walkable surface? That way we don't have to worry about coding the islands as entities, islands crashing or lagging are no longer an issue, the move speed is slow enough to track yet fast enough to use for travel.
The only coding would be making so Clouds collide with the player and mobs only (meaning don't die or you have a long way to drop to find your items), and then only from the top. That way you can ride the clouds, but only in one direction, and any mobs that follow ride too. Of course they wouldn't spawn mobs either though.
