I really like this idea, in fact this defiantly goes on the rooster list of dimensions and adds to the game! In the overworld, ruins can only be so large, but a whole different dimension devoted to a creepy ghost-world complex of numerous structures sounds like my kind of dimension.
however i think in order to negate repetition to a good extent, what if there are "biomes" that spawn different types of buildings?
Like in one area you have courtyards and temples, but another is a large maze, and yet another is a arcade (no, not that kind, this kind!) that goes on for miles?
What i think would be the most interesting however, would be the vibe this place gives off. It is a large, mostly silent and lifeless (sans the numerous mobs that want to kill you), and i feel as if it would be very, very melancholic after some time. At least the over world had stuff like squid, pigs, or sheep running around to add life to the place, but neutral mobs probably wouldn't spawn in a massive artificial complex. The overworld was happy, it was the start of what is to come, it was in a practical sense, eden-like.
However, mazeworld is the end product, the world filled with endless building and structures, a infinite labyrinth. All you can really do is explore and modify structures, as you find equipment to continue your seemingly never ending journey to the unknown. It is a very haunting world, as sometimes you find furnaces burning, like someone is home, or your attempts to back track fail due to the walls seemingly shifting, and you can't help but to feel paranoid at times due to all the mobs running around, albeit only in the dark. Then, one day as you walk through the endless courtyards, thinking this to yourself...

I think the Labyrinth should largely be in an underground area accessed by portal. If you want, you can find your way to the surface and explore some ruins, but down below there are large dungeons with plenty of delicious loot. I'm thinking that these are like the Deep Roads in Dragon Age, in concept, look, and riches. It would be very expensive in terms of gear and preparation to be able to reap the benefits of the labyrinth, but you could profit on a successful journey tenfold. You could find diamonds in the walls of the tunnels and it's products in chests in dungeons. Some new, clever blocks made for traps could be gathered and built with the material in the area. If you get lost, you would have to die and spawn back in the normal world at your bed, losing all of your equipment and profits. Maybe if you found the surface, you would find ruins scattered about with gear, new machines, and gear, but you would also find the powerful creatures that destroyed the civilization. I like the idea of multiple alternate worlds being built in one area. The ability to conquer hell has been given to us, and it has bored us! We ought to ask for an area with greater challenge and reward so we can conquer that as well.
If there are to be unique mobs in the mazeworld, i believe that they should have a mystical/classical/abstract feel to them, and not demonic beasts. If you want those, the nether seems like a more appropriate place for them.
Minotuars make good sense, mainly due to how well they fit the theme of the place, it is a world full of mazes and in a world full of mazes, you better have minotuars!

i will suggest a block that move every minute so some parts of the labyrinth never is the same
Yes sir this is great. you have walls that rotate around central areas, or a few blocks that move every so often and make it all look diferent while you walk through it. Or maybe make it modular, where every chunk has four to eight "gates" that while you are in the chunk it might rotate, forcing you to rethink how to move. This should probably be optional bicause it would get really anoying when you walk through a few chunks only to be completely lost.

That makes a lot of sense. I kind of imagine Mazeworld like an infinite and bizarre city, so it makes sense there would be different neighborhoods. There could be a traditional maze biome, tower biome, castle biome, ziggurrat biome, hedge maze/garden biome, venice-like canal biome, greek temple biome, etc., representing all kinds of architectural styles. And there could be different biomes specifically for the underground areas: mazelike tunnels, chasm with bridges, spiral staircase around massive atrium, great hall filled with columns, etc.
Amazing! And what if there was a rare chance of the terrain re-generating when you leave or re-enter the world?
All the progress you've made, trekking through the maze... is now a completely different set of passageways.
The Mazeworld should never be able to be conquered.
That would be good if the maze was limited in size, but since its infinite I don't think the part you've explored should rearrange. Otherwise there would be no point to it being infinite. You wouldn't need an infinite maze to explore if the part you explore didn't stay explored.
Perhaps though, if it had multiple biomes, there could be a rearranging maze biome, but it shouldn't be most of it.
However, one thing; no creepers. Hold on, let me finish. If I'm going to explore a gian maze world, the last thing I want is a creeper coming in and blasting the thing to smithereens. It would ruin the look of the whole thing to hae a crater in it.
Also, travel in the Nether is faster, because every one in the Nether is 8 on Earth. An addidtion to this, travel in Mazeworld is slower. How? It's the opposite of the Nether, with every block on Earth being 8 in Mazeworld. This would allow you to reach other parts of the maze extremely quickly.

If there was some warning music before you entered the area, and if there was some good items to plunder from it's lair, that would be cool. Yes, I'm certain. There is a fine line between challenge and frustration. I would probably pull my hair out if a minotaur just busted through an adjacent wall and crushed me without warning.
What do you think of the Mazeworld (as it is not a labrynth but much, much more) having an abandoned mine biome, where there is a hill and mine entrances on the sides of the hill. you can explore the mine to find the treasures that were unearthed before the inhabitants of this realm diasapeared. maybe you have a special mob in there... The skeleton miner! it will only attack you if you have specific items in your inventory(coal, iron, ect.) and have a chance of droping the tool they were carying.
And a slower version of the weeping angels might actualy be cool.("how do I kill this thing... Ohh a conveniet pit of lava" bridges lava, destroyes bridge, turns his back, screams of the dying creature echo around the maze:P.)
Also the minotaur shuld probably be present, and connot leave. the maze biome(we need to call them something other than biome so how about a district? like maze district or town district?) as they would be hard enough to kill anyway, especially when they can follow you everywhere.

yes but the Nether and Mazeworld are in different dimensions, while skylands/aether are floating above the plains, to allow quick, ummm, 'travel'. 'wink wink'
On the subject of portals, i think that the mazeworld portals shouldn't be conventionally made.
Instead, extremly rarely (as in one every 256 chunks or more rare) in the overworld you may find a a gazebo that is very out of place. The gazebo is made out of bricks and marble blocks (that aren't craftable, but collectible). There are faint, near invisible portal blocks in the gazebo that very, very slightly distort the light in the middle of this gazebo.
So, if you feel like watching the sunset in this mysterious gazebo, your in for a big surprise!
Also, there are other gazebos like this in the mazeworld that will send you to another portal in the over world, usually in garden areas.
It is fully possible to make a trans-dimensional gazebo yourself in you precisely emulate the gazebo's design and blocks, although you will need the unique materials from the gazebo.
I think this would make for a interesting different way instead of a normal portal like seen with the nether.

It would be like finding the needle in a haystack filled with deadly monsters and traps!
