I feel that unlike a lot of possible food types, rice would offer a unique niche in that it's largely a water-based plant. So here's my take:
Rice grows on lily pads (giving lily pads a functional use beyond occupying water space, and making it the only plant that doesn't require dirt or farmland to grow), and grows at a faster rate than wheat. When it reaches its mature state, you can harvest it for two to five rice grains and a couple rice seeds. Breaking it prematurely will only yield a seed.
Rice grains can be eaten individually (for a very low value, only half a hunger bar each), but three of them can be combined together with a bowl to create a food that grants two and a half hunger bars. You can take this one step further and cook the rice bowl, improving the nutritional value to three and a half hunger bars.
I mean, it isn't a bad idea, I just don't think it really gives any benefit over using Wheat. It's slightly lower maintenance I guess, except for needing lily pads (which seems unnecessary imo). I would probably use this if it was added, but more for aesthetic reasons and not for food.
But I would remove the need for lily pads and just say it has to be planted on water source blocks directly. Also rice grains ARE the seed so just have it drop 2 to 5 grains and have those also be the seeds.

Honestly it would make more sense if rice could be put into a bowl for a food item that restores 3 hunger points per bowl, which would each need at least 16 rice grains, but could be easily farmable en masse using a fortune hoe, in rice grain fields, I'd suggest farmland, not lily pads.
alternatively, if mixed in with something else to increase its nutritional value, restores 5-7 hunger points per bowl.
Obviously curry and chili doesn't exist in the game yet, but it would be interesting if it did.
Not exactly a vegetarian or vegan food item, but chicken and curry rice could exist in Minecraft,
there are some people who may take issue with those things existing in the game, perhaps PETA?
but it's a video game, who cares? the death of bits and bytes never bothered me.
Or you could have rice cakes with soy sauce Japanese style, but then this would necessitate another food item being added to the game, the soy bean.

But rice cake mixed in with some other ingredients? sure, could restore 5 to 7 hunger points depending on what's in it.
I normally don't really support new crops or things- they often seem like they're just added for the sake of it. But I think this has enough potential to be implemented. Rice could have the interesting growing mechanic of requiring being planted in water, (Which would also have the benefit of lending something unique to swamps). The problem still remains that this would be more difficult to farm than wheat, so it would thus need some more unique uses. Some ideas:
-Rice is used with honey to make rice cakes, or dried kelp to make Sushi. (Which would also give an actual use to Dried Kelp.)
-Rice is used to breed some new mob unique to the swamp.
-Rice can be condensed into rice blocks, which could be a falling block that would also have some sort of unique interaction with water? Or something?
-Rice has some unique growing system that could make it more profitable than wheat, but only if you're willing to invest more time into it? Maybe it acts sort of like sugarcane, where it has a small chance of growing taller overtime- with each layer of the plant producing one rice when harvested.

Ok i may be picky here but if i would serve someone a bowl of something with an extra 16 grains of rice,
that person would probably ask me if i added them by mistake.

it has to be boiled rice though, not hard rice.
So there would need to be some way to make boiled rice, and to do that the cauldron would have to be completely redesigned so that fire or lava directly beneath a cauldron full of water boils, with a steam animation over the water to show that the water is hot and that the cauldron is being heated from underneath.

Ok i may be picky here but if i would serve someone a bowl of something with an extra 16 grains of rice,
that person would probably ask me if i added them by mistake.
