Crossbow has way more of higher use of existence, and I think it actually has an upper hand over bow. You completely underestimate it:
1. Piercing is one big "screw you" to shields and to infinity enchantment, it goes through the former like a knife through butter and enables to collect the arrow afterwards.
2. Multi-star firework rockets.
a ) Heavy single-target damage, you can two-shot unarmored mobs without even sweating.
b ) Heavy area damage, those + multishot + quick charge allows you to annihilate entire battalions of illagers in seconds, which is a feat that bow users can only dream about
c ) Gravity negation, fireworks need no aiming for falloff, it flies straight where you aim.
d ) Water drag negation, fireworks move at decent speeds through water in a straight line
e ) Enchantment negation. Nice Wither Shield/Projectile Protection IV armor you got here, it would be a real shame if something exploded it.
And arrows that do the same job as Power, Flame and Knockback except being available to crossbow only (which even on arrows is useful thanks to triple-use piercing) will finish it off completely.
Oh, and about warped wart - once you find that biome once, you can mass produce the wart very easily, and there are only 5 nether biomes, making it more common than you think it is.

You need to put in 5-7 stars, depending on ranges you fight on, in terms of PvP 7, because combat is often on short distance.
Infinity does not help with achieving greater DPM, and it also forces player to give up on mending.
Crossbow splash damage and shield penetration is still entirely unreplicable by bows. So yes, bow is totally OK, as it trades shield negation, worse ability to damage enemies with hard cover and much greater mob control utility for only one thing, and that is raw, single target DPM.
Should enemy be a mob of mobs, use a shield, go into water, try taking hard cover or use excessive amounts of projectile protection, you use a crossbow.
Should enemy carelessly assault you, you use a bow.

Unlike trying to make crossbow an omega of ranged weapons, able to compete with bow in its own niche due to arrows duping bow enchantments while completely screwing over the bow in its own (shields, cover, mobs, water, proj-prot).
Even if it only works on crossbows, it makes any other arrow you can put on a crossbow entirely irrelevant.

The problem is, undead are the minority of mobs and players are always alive, so the drawback would be not be felt most of the time, and as such could be expected to be spammed in PvP as regular arrow replacement.
I think the vamp arrow drawback could be that each time you fire one you lose one of your hitpoints, but give back three hitpoints each time an arrow hits a mob or player directly, give one hitpoint if it went through/bounced off shield/other entity (to avoid making coupling it with piercing crossbow too powerful) and lose its properties after hitting a block. So its effects in hands of the enemy could be mitigated by dodging shots or using shield, and it would take skill to land most shots in order to gain instead of losing health.

I might be one of them. I am realy bad at pvp.
Technically you can have a full toolbar with charged crossbows, wich is realy good!
But i'm realy bad at switching items in pvp. I am aware that you can shoot powerfull fireworks with it,
but i never crafted them. Same goes for tipped arrows.
My first choice is the bow, second is trident. I just don't like the crossbow i guess.

1. Block breaking arrows sounds OP, so does flatout increased damage for Iron Arrows, glassed or not. No.
2. Harvesting lightning is specialty of copper rods and, for combat, for enchanted tridents. Too much overlap. No!
3. Fire, soul fire and knockback arrows too heavily overlap with bow enchantments, so no.
I propose instead to add Amethyst Arrows as alternative for flint arrows to be made on fletching table - they would lose a good bit of their primary damage, but have better velocity and decreased falloff.
Warped wart sounds like interesting an addition, but I'd rather see it as standard alchemical compound that, if it were to ever give status effects, then through standard potion brewing and arrow tipping.

I don’t think it’s a problem,but in terms of efficiency, using this method to destroy some blocks is not as efficient as using tools to destroy blocks. Anyway, this is only for combat purposes, but in this case the crossbow will have a higher sense of existence, because there are still many players are saying that crossbows are worse than bows. In reality, heavy crossbows can even shoot through police shields, while bows cannot.
Thunder-calling arrow can be regarded as a cheap substitute for channeling trident, because the trident is really difficult to obtain in survival mode, and buried treasure itself is not difficult to find.
The difference between fire and soul fire arrows and flame bow is that fire and soul fire arrows has a longer duration, and soul fire arrows has twice the fire damage.
The knockback distance of knockback arrows is between punch1 and punch2, and it can be used as a cheap substitute for punch enchantment, because warped forest itself is not a rare biome.
Arrows destroying blocks would screw over hard cover use in PvP.
Crossbow has way more of higher use of existence, and I think it actually has an upper hand over bow. You completely underestimate it:
1. Piercing is one big "screw you" to shields and to infinity enchantment, it goes through the former like a knife through butter and enables to collect the arrow afterwards.
2. Multi-star firework rockets.
a ) Heavy single-target damage, you can two-shot unarmored mobs without even sweating.
b ) Heavy area damage, those + multishot + quick charge allows you to annihilate entire battalions of illagers in seconds, which is a feat that bow users can only dream about
c ) Gravity negation, fireworks need no aiming for falloff, it flies straight where you aim.
d ) Water drag negation, fireworks move at decent speeds through water in a straight line
e ) Enchantment negation. Nice Wither Shield/Projectile Protection IV armor you got here, it would be a real shame if something exploded it.
And arrows that do the same job as Power, Flame and Knockback except being available to crossbow only (which even on arrows is useful thanks to triple-use piercing) will finish it off completely.
Oh, and about warped wart - once you find that biome once, you can mass produce the wart very easily, and there are only 5 nether biomes, making it more common than you think it is.
As for Tridents, I think they are meant to be rare and uncraftable for a reason.

Moreover, the bow can also be enchant infinity, which makes the bow’s damage output higher than that of the crossbow, also save more arrows. The glass arrow is absurdly overpowered and nobody would ever use any arrow outside of niche situations because of this. Put sand in a furnace and your bow doubles in strength.

Even if it only works on crossbows, it makes any other arrow you can put on a crossbow entirely irrelevant.

You need to put in 5-7 stars, depending on ranges you fight on, in terms of PvP 7, because combat is often on short distance.
Infinity does not help with achieving greater DPM, and it also forces player to give up on mending.
Crossbow splash damage and shield penetration is still entirely unreplicable by bows. So yes, bow is totally OK, as it trades shield negation, worse ability to damage enemies with hard cover and much greater mob control utility for only one thing, and that is raw, single target DPM.
Should enemy be a mob of mobs, use a shield, go into water, try taking hard cover or use excessive amounts of projectile protection, you use a crossbow.
Should enemy carelessly assault you, you use a bow.
Understandable and balanced.
Unlike trying to make crossbow an omega of ranged weapons, able to compete with bow in its own niche due to arrows duping bow enchantments while completely screwing over the bow in its own (shields, cover, mobs, water, proj-prot).
Crossbow actually has very potent firework rockets, but yes, it would screw over spectral arrows and tipped arrows.
Arrow of harming would be the worst off.
And crossbow vs bow balance, but I'm arguing about that elsewhere.

I like this idea, mostly for the fact that the "generic" potions are given a use here. The arrows are still pretty cool though, good idea.
Actually, these arrows are going to kick tipped arrows out of business.
And the bow as well, as its enchantments can be duped by use of these arrows, and unlike the bow they cannot penetrate shields or multiple mobs. And crossbow can also use fireworks.

I agree.
I know some of these arrows are super cool to some ppl but they are just too powerful.
Also there are a lot arrows by now many players never used, becouse brewing is needed and happens to be very complex.
That is to new players and thouse who don't brew too often.
The suggestion about the fletching table itself has potential!
I would also suggest adding a dictionary for brewing and fletching.
Many mods have them, usually requires a book and 1 item.
As the reciepe i suggest book + awkward potion / exp bottle.
Call it Alchemy something, Craftonomicon idc.
You can of corse just google it up or use JEI but i think a little extra here and there for complex crafting is a nice addition.
If the book where included as dungeon loot, a new player might simply discover brewing and fletching by surprice!

In my opinion fletching table could have use of changing arrowheads, like my proposal of high-velocity low-damage amethyst arrows that trade something for something.
No enchantment replicates this one, and extra velocity would come in handy for long range engagements and mob hunts, but less so for brutal close quarters where every damage point dealt is worth gold.
Other arrows like ones that pay in raw damage for extra damage against specific target type (flying entity, nether mob, arthropod, undead and so on) could prove to be balanced as well, as long as they have a drawback that will noticeably influence the weapon killing power under ordinary conditions.

I have one in mind, with the ability to drain live, aka heal the player but as drawback damages him and heals an undead target.
The the life drain should be very weak, half a heart, while the damage from the drawback should deal decent damage to the player and heal the undead a lot!
The damage to a living target should be the same as a normal arrow, so that healing isn't too easy.
Certain mobs like iron golem, enderdragon and other tanky entitys should be completly imune to this arrow.
I have no idea for the crafting reciepe. Maybe the bat will drop something useful in the future, instead of just stealing a blow that was ment to take care of a creeper. (Yes, i'm still mad about this!)

The problem is, undead are the minority of mobs and players are always alive, so the drawback would be not be felt most of the time, and as such could be expected to be spammed in PvP as regular arrow replacement.
I think the vamp arrow drawback could be that each time you fire one you lose one of your hitpoints, but give back three hitpoints each time an arrow hits a mob or player directly, give one hitpoint if it went through/bounced off shield/other entity (to avoid making coupling it with piercing crossbow too powerful) and lose its properties after hitting a block. So its effects in hands of the enemy could be mitigated by dodging shots or using shield, and it would take skill to land most shots in order to gain instead of losing health.
