The addition of candles in 1.17 is a nice aesthetic touch- but they don't really do anything useful besides making your cake look nice. An interesting way to make candles a bit more helpful would be to allow them to be used in enchanting things- (And I admit, this idea can partly be credited to Quark, though I like how Mojang has implemented candles a bit more.) Candles aren't really a viable alternative to torches, but they could still be used for something that encourages players to make them, and also shows off how nice candles look: Enchanting.
The idea is pretty simple- if perhaps not so simple to implement. Enchanting tables normally require tiers of bookshelves around them to gain levels. It would be interesting if candles could be used in a similar fashion- placing candles instead of a bookshelf block would increase the odds of a certain enchantment being available based on the color of candle used. Red candles, for example, would increase the odds of offensive enchantments like sweeping edge; green could increase the odds of looting, and blue the odds of riptide or aqua affinity.
While candles would increase the odds of getting a desired enchantment, this would come at the expanse of not upgrading the enchanting table- as such, one would want a balance of bookshelves and candles, using only a few to increase their odds of getting the enchantment they want.
Honestly it's probably for the best that villagers are better, I don't think the enchanting table takes nearly as much effort and has nearly as much creative potential for the player as a trading hall does.
I like your idea and I especially think it would help balance out the mechanics. Honestly the fact that villagers are the sole mechanic used on most servers to get books is stupid and makes enchantment completely obsolete. I would also appreciate any way of producing books that doesn't reproduce ugly, exploitative behaviors from the real world (like caging librarians to make your books wth lol) or use cheaty mechanics like autoclickers for afk fishing. Kids of all ages who play the game would appreciate obvious- and ethically comfortable- vanilla mechanics for enchanting! Don't get me wrong, I don't think the villager mechanic should be eliminated at all. I just want more options. There are so many options in this game and something like this would be simple to add.

I would definitly apriciate some changes for the enchanting table.
If i could use 3 blocks of lapiz and 50 levels to enchant what i want for example, that would be great.
Setting up enchantment table takes some time. To me using it feels more like gambling then doing magic things.
With fishing heavy nerfed and new enchantments like for Crossbow and stuff (wich i don't use) i'm just trading with villagers.
And i realy feel a bit sad about this but building a trading hall is just better then wasting time for enchantment tables.
If we get more enchantments in future updates, the enchantment table will just consume more lapiz.
So yeah, i would apriciate some changes that make the enchantment table interesting again.
Will it become more usefull or will villager trading be nerfed next?
My projects:
-are abandoned for now. I might pick 'em up in the future.
For now i'm working on a private modpack that suit's my own playstyle.
I am gonna stay in modded 1.12.2 untill my potato dies. No mercy! :Q
