Cultists are vilager-like humanoid mobs. They live in caves in overworld, wearing dark hoods. Like hermit monks.
They obsessed with Nether relics and artifacts (wither rose, wither skull, netherite scrap, etc)
They buy all that stuff. In exchange they can give you diamonds, enchanted apples or some other rare valuable items.
Would be nice to sell them some complex food (pies, cakes, stew, etc).or crafted blocks like polished stone, chiseled stone (blocks that require multiple stages of crafting)
Because ordinary villagers buy only cheap raw ingredients and sell you complex dishes or blocks.
Would be nice to have those who can buy from you that complex stuff, so you will be motivated to make such "products" (make pumpkin pie or netherite bricks)
In general - it is cool to find some kind of "society" in caves occasionally.
But, maybe it could be some sort of goblin like creature. Also, it would have to be explained why they are interested in the nether, and how they even know about it.
If I remember correctly, years ago goblins were going to be in the game but were replaced by the Squidward villagers we know and love today. Personally I would love to find some goblins in a cave. This is a pretty good idea!

Minecraft is the game that doesn`t explain anything.
What is the Nether? Why do you need to kill Ender dragon? Where all that zombies are came from? What are ancient debris? Who left them?
Any explanation. Why to start with cultists?

They know about Nether because there will be Neter portal ruins generated across overworld in 1.16
Goblins are fine, but they must exist independently.
I'm sure it would be easily mitigated with cave villages, which would fit the same theme and perform the same thing, robes and all.
Again though, I don't think cults quite evoke *trader*. A cave village with a nether portal would be much more fitting than a troglodytic cult.

The wiki says it was to be pigmen in inhabiting the villages, but they switched because of how ridiculous that would have been. And good thing too.

I say that cults don't fit into Minecraft because of their taboo nature. I doubt the devs would want villagers drinking the punch.

Maybe instead of calling them "cultists" call them "mysterious figures" or "robed trader" to make them seem more friendly.
