This is an interesting thought, I would have the radius on it somewhat low so it won't run the risk of it being too OP. It would be interesting having a flower pot wall to keep zombies away or drinking an allium suspicious stew to get rid of the effects of Bad Omen.

I would say the radius would be around 1 block or 2.
I personally think flowers should stay flowers. If alliums had a special use, all other flowers would be redundant.
Wither Roses and Dandelions both have unique uses already, so if anything it could set a trend of giving all flowers uses beyond a source of dyes and a decoration.
What are dandelions good for? (I can't see anything in the Wiki that suggests they are special.)
I don't see any point to an area effect with a range of 1 or 2 blocks, if they have to be that close you might as well just use fences.
I would suggest upping the range a bit & have each pot to cover a 3x3 area instead.
With just 3 Allium you can cover a largish area better than fences
EDIT: Fyi Dandelions always face 1 direction (east iirc)
Also Double height Flowers have special 'feature' othat bonemealing them give you that flower which can be used as Dyes.. so if you have a set of double height flowers you can end up with infinite Dyes of that colour

I see I missed that dandelions can be used for breeding rabbits.
