From the suggestion of AaronBlader12, I have added redstone block minecarts to the suggestion. I will be adding fluid (water & lava) minecarts to the suggestion soon.
I definitely agree with this suggestion, as minecart is a very bad method of transportation currently. Lots of resource required for a very slow transport method. Redstone minecart would allow for new redstone mechanism. Very detailed as always! One thing though. Chunk loading can cause slight lag especially in server, but what would happen if a minecart is loading a chunk that isn't loaded by any players, but then an admin change the gamerule so minecart no longer generate chunks? Would that chunk become unloaded?
Other than that I agree with this improvement. And as an idea here a death message shall you ever get killed by a minecart.

If a player is killed by minecart but is knocked into the track by other mobs/player:
A minecart stole the death of <playernamewhodied> from <playernamewhokilled/mobname>

Since the gamerule regards whether minecarts load chunks themselves, if the chunk was already loaded by a player or was a spawn chunk it would not become unloaded.

I'm very alone in my Minecraft worlds as I don't have a very good internet connection to run a server. If you're like me, you might be interested in my Posse mod suggestion.
There are so many mechanics and elements within the game that I really wish Mojang would just spend an update cycle reworking and providing more functionality. Minecarts and rails are one of such elements. Everyone overlooks minecarts for travel now with boats and elytras being the preferred option, obviously. But to me there's still something fun and exciting about setting up rails to different parts of my bases. I would reiterate my opposition to this thread, as that would be redundant. I will however state my overall approval of this suggestion. Very well thought out. I think Minecraft needs some of these mechanics to be readdressed and reworked in the light of recent updates. Provide the community with even more to work with. Nice job.
Another way to make rails 3D is to represent the blocks as entities, a la armor stands. You could probably do a few more things with rail if that path is taken -- a wider range of directions (i.e diagonal) could be more feasibly implemented; the standard 'zig-zag' diagonal track we see right now can be converted into a more straight rail whereas purely block rails would take up more blocks on the side.
It would make the crossties bleed into the region of other blocks, but with rails as entities you could also increase the gauge; it's a small change but can make larger vehicles like train or tram cars a more feasible idea.

Trains/trams would be very cool. They could have a whole new system similar to your modular boats suggestion.
It might be possible to remove some of the lag from this by removing some of the properties of said rail entities. We don't need to have variables to determine whether the rails are on fire or have status effects (because that's not going to happen), so there would be two less properties for the game to deal with compared to other entities, at least according to the Minecraft Wiki.

that's not what the lag is from - it's because, while blocks are rendered once into a display list or VBO for the chunk, entities like that are rendered every tick. You can't bypass this without some very complex code that would doubtlessly incur many bugs.
Then we could just have them as blocks, but with more variations as ThesaurusRex84 suggested. Now that 1.13 has removed the block ID limit, there are a lot more opportunities.

I agree with this heavily. Considering how minecraft seems to be upgrading alot of old stuff. Such as the oceans. I think it is about time that the minecarts did get a update. I would like to suggest though that we could make a Shulker box. You would place it into a minecart and when the minecart is broken the box will drop out and the minecart drops on the ground. Allowing you to easily put the minecart back together with the box and take it apart. This would be useful for large scale builds where your friends send you building materials. You could take the box from it and send the minecart back without making a huge mess all over the floor.

I think this would be a great addition for servers, the cow catchers, dispenser minecarts, and splat would be perfect for making minigames, like a player is able to ride a minecart off of a rail and they have a cow catcher, the person with the most health wins. I think this would just be alot better for multiplayer experiences in all sorts of ways.
I've seen many other threads saying the next update - 1.14 - should be an underground update, and I think reworked minecarts would fit in very nicely as part of this.

As a constant user of minecarts, I really love this idea, Though personally I would prefer to have the furnace minecart either replaced by the locomotive minecart or it to be upgrade to have the same features of the locomotive minecart (something like being able to sit on the furnace or something).
Strongly support this idea, hope it added into the game.

I don't comment much on suggestions, but this is one time where I do. I support this because it addresses the three greatest drawbacks that are making rail and mine carts all but useless in modern Minecraft; those being the huge material and time cost to deploy, low speed relative to other forms of travel, especially factoring in the prior point which makes them grossly inefficient, and the third being many potential uses being cut away because of the chunk load limitation (which is purely technical and not intuitive as most players who don't know the technical behaviors often seem confused as to why Minecarts never end up at their intended destination, and then get found out in the wild).
Right now, travel by rail feels inferior to all methods of travel (arguably including by foot!). I have a pretty sizeable rail system laid in my world that I started back in 1.2.5, and the sad reality is, ever since even 1.6, using horses to just run along the tracks was already making rail travel unappealing. Of course, nether shortcuts were already shorter, but back then (prior to 1.6), it was foot or rail for the overworld on land. Horses greatly changed this, and then there's been elytra ever since 1.9 as well.
I have been thinking of researching whether I can write a mod to get minecarts to do chunk loading (I have not written a mod; I have written a gazillion lines of Java). I just want to send a goods cart from A to B. I'd even be ok with following it, except we know that doesn't work because of the curve issue. Being able to pull a goods cart with a lead would be good alternative. If there was an empty spacer block between the front and back carts, then you could avoid the stupid corner knockback problem as well.
Another "easy" fix would be to make all minecarts travel the same speed. I followed a wolf in a cart for 20 minutes and we went the same speed, so it was easy to get both carts from A to B. (It was interesting that the distance between the two carts remained very constant throughout the ride.)
I am indifferent to the gold quantity requirement. One doesn't need as many powered rails as regular rails, and with my badlands biome, gold is plentiful. (Of course, one has to find the badlands first).
I would like minecarts to go faster. (It's a 20 minute ride for me to go 10Km). The ice block is an interesting idea, except ice is pretty expensive.

Definitely very fond of this idea! A bit concerned about the doubled speed, perhaps that is a little bit much, but very good propositions none the less!
