Probably the biggest practical reason is MS/Mj stating the mobs not voted in would be permanently discarded.
In terms of the actual mob:
If Mob A were a posted suggestion here, the reply would be "needs more detail".
The amount of information put out before the vote was extremely limited; no where near enough IMO to justify voting for any of them.
What little description of Mob A exisited made it sound like an ambush hunter that sat in the depths of the (very limited content oceans) and would be mainly a hazard to gravel miners...
Like the rest of the mobs proposed, it seems to have been based on adding something that used a new mechanic to attack a newly created vulnerability...
From experience in other genres, this is rarely successful as more than a one-off...
… and most of the successes were serendipitous.

I know this mob got voted out, but since 1.13 is all about the ocean, why not add Mob A so we have a little bit more danger to face?
I agree. Mojang probably has everything all set up, all they need to do is code it. Why they didn't add all four is beyond me.
