Where are you proposing to add this list, and what would the interface look like?
There is already opposition to the crafting guide for making discovery of recipes too easy, although the ability to customize its behavior militates against that position.
Potions do not seem to be a good fit for the crafting guide as they are not crafted, yet neither adding another book to the brewing stand GUI seem seamless...
Perhaps a reference available like the adavncements list (with a gamerule to disable it) might work.
In terms of content, this is the most compact reference I have found. (Updates for the new turtle potions in 1.13/14 needed.)

This ‘opposition’ to removing the crafting guide is highly disliked, as you can tell by reading the recent posts on the forum about them. Many people have already explained that the crafting guide is useful for new players. Considering the newer players are not the ones wanting to remove it, it is not going anywhere. Nice try though

The reference you linked to is a favored one by many, and that in itself would be a great in-game reference. As opposed to closing out Minecraft, looking at the reference, then either remembering or writing down the ingredients, then re-opening Minecraft to make the potion.

User Definable key to access. 'P' for potion is logical, but I use that instead of 'Q' for "throw"...

Why would you think that? (Much is subjective, mainly special purpose gear for my playstyle, carry when needed – not otherwise. With may well translate as 'not much'. )
Enough, however, that I know most of the formulas, though not (generally speaking) the details of the effects...

It is a hassle closing out Minecraft to search for potion recipes, especially since there’s only a few that I remember by heart.
