After I saw the description of the spectral arrows (I've never seen them in action) I thought, "Well, what if there was something like that in a potion?" Maybe make a potion that does the spectral arrow affect for all (Or just hostile) mobs around you, and call it the Potion of Awareness?
The problem with my idea though is that that seems kinda... Overpowered. Maybe have it only work in a medium range or something? I don't really know what could be done though...
The thing is, the Glowing effect means the player/mob is visible to everyone around. So the potion you are describing would be either applying effects to everyone except the player who actually drank it (makes no sense), or it's a negative effect that would be best used as a splash potion. Having a Splash Potion of Glowing makes more sense to me, + redstone would mean 8 minutes of not being able to hide - pretty useful in PvP, depending on the situation. Alternatively, the Awareness effect showing all mobs and players nearby to the player who drank it in the same way Glowing might? Yeah...a bit OP, especially if hunting for a specific mob (Blaze or W Skeleton in Nether?). Maybe it only showed you mobs you've already seen?
Tl;Dr:
A debuff Splash Potion of Glowing would be decent in PvP
or
A buff Potion of Awareness that allows you to see mobs or players you have already seen through walls via the outline.
The glow from the arrow only lasts ten seconds, limit the potion to 16 or 24 blocks radius and the nonstacking property of potions would keep this from being overpowered IMO.
I'd think this would be (at most) a piece of specialty gear rather than something of which I would make regular use.
Since a recipe mirroring the arrow would call for adding multiple charges of glowstone dust to a base potion, it might work better to have this crafted (i.e. made with a crafting table) rather than brewed (i.e. made with a brewing stand) where glowstone dust already has defined properties.
(Four glowstone dust around an awkward potion seems the obvious choice given the arrow recipe.)

Just because this is similar to the Glowing effect doesn't mean it has to be identical to it mechanically. It can just be a new potion that allows you see entities with a glowing outline similar to the arrow effect, but so it only appears on the screen of the person with the effect. Maybe two levels, one that just lights them up and another that gives them different colors based on if they are hostile/neutral/passive/players.
