This may be confusing. Im not one hundred percent sure how to explain so please tell me if something isn't clear.
First, there would be a new block added to the game that is only accessible through commands like a command or structure block. It will be called a creator block or something. If the player is in creative mode and right clicks the creator, a screen would pop up with a spot to put a block and a button that says, "New Block". If the player clicks creator block, that player will be teleported to a dimension within the creator block. The dimension will look pretty much like a dark 30 by 30 block room with a 16 by 16 block outline of a square in the middle.
The player will be presented with an entirely new inventory. It will be divided into three sections. The first section will be the players blank inventory slots that they can fill with whatever they want, just like a regular inventory. The second section will be a menu that will give the player pixel blocks. They can choose the exact color that they want it to be and even adjust the transparency of it. The third menu will be give the player options about the block that is being created itself. For example durability, drops, animations or even if it acts like a chest or a slime block.
With his/her pixels, the player can then build the block in the 16 by 16 block outline. The walls of this outline will act as if they are solid block if you are inside. Meaning you can place pixel blocks on them. However, if you are outside the boundary, you can place blocks inside the boundary without being blocked.
Players will actually be allowed to place one type of block other than pixel blocks and that is command blocks. This means that you will be able to create large command chains hidden within the block. The command won't actually work until you've finished the block. If the command blocks are visible after the block is finished, it will simply appear as its main color so orange, purple, or sea foam green. Creating the command chains might be a little different because there would have to be a way to differentiate areas within the block and actual blocks outside. By using a command block it will automatically make your block indestructible but you can change it back afterwards if you would like.
To finish with your block, you simply have to click finish in the menu and you will appear right back to where you where before hand with a brand new block in hand. If you want to change it, simply place it back into the creator block.
There are a few flaws with this idea. First, I'm not sure how this would work with texture packs. I don't personally use them so Im not sure of any problems. Second, I know this would be extremely hard to program but I know the team over at Mojang could do it if they liked this idea as much as I do.

Well I think that the creator block should only be available to the normal texture pack.
