The hydra is a giant, pale blue, neutral boss mob that lives in the ocean. It has an octopus as a head, but without eyes. Its body looks like a fish, but with front legs that look like a fishapod's hindlegs. They only become hostile if attacked 3 times. When hurt, they produce nine 'hydra particles' for each health point lost. The particles are large, pale blue circles. When the particles hit the ground, a new hydra is spawned. It does not catch fire unless 10 fire damages, with no more than 10s between 2 consecutive damages are dealt to it. When on fire, it take massive damage, and produces lots of flame and smaoke particles. It also produces embers from its mouth, Which pile up like snow layers, suffocate players, and is like lava, but it can't be swam in, and will pull entities other than bosses into the midpoint of the lowest region (or the closest loest region). When in water, the hydra heals slowly.
Another evocative description, but again lacking enough detail in the proposed gameplay mechanics to properly evaluate.
I think it would be of greater interest & utility if you were to pick one of your nascent ideas and expand your description of how it interacts with the MC world in more concrete terms sufficiently for it to be a viable proposal….

Remember my "neural network" metaphor? Yeah, it applies here too. This suggestion is super random and overpowered. A hydra is neither a fish nor an octopus. It's a snake. And this mob would be absolutely unrecognizable as a hydra anyway.
Then there's the matter of it duplicating. This is absurdly overpowered. Instead of a real battle, it just duplicates at an absolutely ridiculous rate. (nine additional hydras? per HEART?) And if you defeat it in the one way you can, it just kills you anyway. Why would this mob spit embers when ignited? Nothing else in the game works that way.

This seems like it has to be a boss mob, because I would lock the game on Peaceful if I had to fight this thing constantly just by being in a specific biome.

This seems like it has to be a boss mob, because I would lock the game on Peaceful if I had to fight this thing constantly just by being in a specific biome.

Also, C1ff is right in that the mythological hydra is far more well-known to the general public than the biological hydra, which... has no reason to be in Minecraft.
I think you should consider renaming it, since (as others have pointed out) it is completely different to what the average person thinks of as a hydra, except for the thing about it duplicating itself.
Also, could you please provide a drop for it? At least some sort of trophy?
I'm confused why a water mob would have a special fire mode done only if it's hit by fire. If it was in the Nether, this could be an interesting feature that added a layer of complexity to the fight. But when would it touch fire when it lives in the bottom of the ocean? And even though the mob takes "massive damage" when in fire mode, it also pollutes the landscape with dangerous "embers", so I feel safe to say most people won't use fire in a fight with the hydra.
Also remember to provide detail, right now I don't know the spawnrate, damage, or drops of the mob. Without this information I don't know what I'm supporting.
