I would suggest using a potato for this pattern I would suggest using a hoe(the closest item to a sickle), and perhaps an axe(in my opinion, the closest tool visually to a hammer) for this pattern.. The base color would be yellow, but as with other designs, dye could be used to change the desired color. This would benefit anybody who wants to add a soviet theme to a project, or anybody who frequently uses banners and wishes for some variety.
I don't think we need a dedicated symbol for this. Also, a potato doesn't even really make sense for this design. Sorry, but I'm going to have to say No Support.

You're welcome to use or make a resourcepack to convert the Mojang logo on a banner into a sickle, but as far as making it an actual asset, it's no doubt a big no.
They should also introduce a crown so that we loyal subjects of Her Majesty the Queen can shew our loyalty and dedication to her. In other words, why? It would likely simply add division within a community to effectively glorify a political belief that is abhorrent to many.
Of all of the possible political insignas that you could put on a banner, why are we only choosing a Communist symbol?
Not only that, but I think that placing a banner with this icon in your base on a multiplayer server would result in a lot of dispute and division. Mojang already specifically tried to remove all possible swastikas from the new Glazed Terracotta blocks, and I'm sure they're not ready to put the symbol of a political party that the United States was at war with for at least 60 years in the game.
The impact of putting a communist symbol in the game whilst it's being sold to the United States would probably be similar (albeit not quite as revolting to a younger audience that didn't understand) to the impact of putting women in crop-tops whilst selling the game to the Middle-East, or adding gore-y animal butchering and fighting into the game whilst still selling the game to... Turkey? (Something that actually happened, believe it or not, back in 2015.)

I don't support the idea of outright adding in political symbols, but would be okay if there was just the ability to make custom banner designs that would replace the current method of layers of different shapes and colors.
Sure some people would use it for childish or offensive things but that should ba handled by moderators on servers or forums where images/videos are posted.

I don't want to start an offtopic discussion for the four hundredth time, but what is over-sensitive to you is normal to people in other countries. It's called culture, and just like an accent, you barely notice that you have one, until you see other people behaving strangely.
Here's the thing that troubles me about your argument: killing animals for meat is something that people have been doing for all of recorded history. It's part of many people's culture just as much as it's a part of many people's culture to not kill animals. (So maybe it is a little bit over-reactive of Turkey to ban animal killing in video games, take your pick.)
Communism is a political idea that's been around for less than a hundred years, and one that is incredibly controversial, right up there with Nazis and the Crusades. Communists took over a part of Germany, and built the Berlin Wall when people were leaving communist Germany to go to democratic Germany. Add that to the fact that any politics, whether democratic, communist or otherwise, is going to be controversial to someone.
Nothing else in this game has any connection to any kind of politics, and it should stay that way. (Even Villagers don't have any kind of leadership whatsoever.)

Given the number of symbols various people would want [not to memtion all the ones people would object to], I think this is a bad can of worms to open….
There is certainly room for expanding the sorts of banners one can create [eg using dye plus a water bucket to add a wavy pattern similar to how bricks add the masoned pattern], but how much in the way of resources ought be devoted to banner creation?
Banner customization might be a nifty idea for a mod though
