I love this idea, but I do definitely think it needs a tad bit of fixing up.
Firstly, I think you should remove the need to use the mob drop to create the statue. It would be ridiculous to create tens of unique mobs drops that serve only an aesthetic purpose. Instead, there could be a locked crafting recipe, that unlocks and appears in the crafting guide when you've defeated a mob. Instead of requiring a special item for the crafting process, it could simply be a button that opens a selection menu, showing all the statues you've unlocked, and grayed out versions of statues you haven't unlocked.
Secondly, I think the mob spawning boost should be limited to gold statues. This is because creating hundreds of zombie statues is extremely easy, and could raise the spawn rates way too high. It would still be possible of course, because making 5 statues of a zombie by using just 15 gold ingots is still fairly easy, an hour or so of mining and you have a stack of gold. I would also probably limit the max statue effect to +100%, just so that it doesn't break the game.
Lastly, and this is really just a suggestion of my own, not really even something necessary in your suggestion, but I think a command that turns a statue into an actual mob would be cool!

I think the best option is for stone statues to only affect the area by 5%, while gold statues are 4x stronger (20%).

I wonder... For the statues that have the same input for them, would it randomly make it one of those statues, like how a painting does? Like if you put an Ender statue down, you'd randomly get either an Enderman or Endermite?
No, if you right click the output slot after you've created the statue it would switch between Enderman and Endermite. You could cycle between the statues as much as you like, but once you put the statue into your inventory you wouldn't be able to change it.

We already have commands to remove blocks and entities and place them in the world, so this command will only let people type one command instead of two.

And making beacon pyramids and anvils require blocks instead of ingots is a "lazy way to increase difficulty" as well, I suppose?

Then I started reading and found I have nothing to disagree with. It's an amazing idea and would be nice to decorate a house with. However, you lost 2% for two reasons:
I don't like the increased mob spawning idea- it would become a nuisance in survival if you're trying to decorate your houses with them.
There is plenty of ways to decorate the interior of a house. I know this is stupid, but that's why you only lost 1%.

2. I'm going back and forth in my response, but I've decided that I ingots would be the best option. I don't want gold statues to be too expensive that the player only bothers to make one, so gold ingots would be the fine line between too expensive and too cheap. Whenever I craft a diamond pickaxe, I make sure I'm not wasting my diamonds by looking for a spare. I imagine gold statues to be like this, as gold tools and weapons aren't viable.

Any kind of excessive grinding is just a way of lazily increasing difficulty. The mining system Minecraft has is more inventive than killing monsters, but it's easy to get bored of it.
When you reach the point at which you can make a beacon, you are likely to already have enough iron stored up anyway, and the same kinda goes for the anvil. (At least the iron block seems like something that belongs in a crafting recipe, unlike a block of lapis or diamond.) But those things have powerful abilities as well, while statues only have minor decorative abilities and a small bit of practicallity. Besides that, gold is pretty rare, and a lot harder to farm than iron. (Maybe, I guess it depends how long you want to struggle with villagers.)
That, and I really want to avoid recipes that just use combinations of expensive blocks (obsidian, diamond, gold or lapis) like many mods do instead of having intuitive recipes.

False. If you are satisfied with a single-layered beacon (9 blocks of a resource) this is true. However, if you want to have a fully-powered beacon, with the possibility of any effect you want, you will have to plan to get enough resources to build it (in my experience).

Eh... That more just depends on how fast or slow you progress and how much time you want to spend mining. (To be fair, I think the beacon is just a tad (very) expensive. If it weren't for the fact that the full powered beacon can give you Haste II for insta-mine, I'd say it was underpowered.)
