Could you perhaps tell us exactly how you went about finding these ocelots? Did you search in jungle biomes, or just create a new world, look in a tiny area for them, and then leave and delete if there were no ocelots?
Oh yeah, and No Support, because once you find two ocelots, you can just breed them.
I get offtopic a lot, be warned. I also often mention a Minecraft clone called Minetest. The clone is nowhere near playable with it's default game in my opinion, but it's at least the start of a good open-source voxel rendering engine, and maybe one day it might be decently playable.
But since 1.7 they look like this; witches were added with half the weight of Endermen but since the value must be an integer they multiplied everything by 10 so they could be added with a weight of 5:
However, they did not scale the weight for ocelots (which are added in a separate class from the base class where everything else is so I can see how they missed it) so the overall chance of the game spawning a pack of ocelots went from 2/53 to 2/517 - making them nearly 10 times less likely to spawn; if they had multiplied their weight by 10 their chance would be 20/535 or 99% of the pre-1.7 rate, an unnoticeable difference.
That said, if only ocelots can spawn they should still be pretty common since the game performs a hostile mob spawn cycle every tick with one attempt at a pack per chunk (within a 15x15 chunk area); since there are 20 ticks per second and 225 chunks within the spawning area this means that there are 4500 attempted pack spawns per second as long as the mob cap isn't reached, and ocelots have a 2 minute timer before they can start despawning (30 seconds for hostile mobs), and since they are actually passive mobs they do not fill the hostile mob cap so they can greatly exceed it. I get hundreds of ocelots in jungles once I've explored all the caves underground, even with half the 1.6.4 spawn rate (I multiplied the chances by 2 and added added witches (1) cave spiders (2), and giants (1) so ocelots have a 2/108 chance. This is still about 5 times the 1.7+ spawn rate though).
