I think that rather than having villagers "build" them, one iron golem should just spawn initially with each village, as how it works now is so poorly designed. I haven't seen a single iron golem naturally spawn in years, despite going through hundreds of villages in that time. If a feature that isn't just a funny easter egg is so rare that it's essentially not a real part of the game, something's gone wrong. This change could go along with an added building, a "Golem Hut" of some sort, where the golem went during the days, and then leaves to patrol the streets at night.
All of the minor things to make them seem more intelligent are great too, I really like the blacksmith actually doing his job one. And I would love a villager that asks for random rare items, that would make villages and villagers so much more interesting and worthwhile to me.

I think that after a full day passes, the Golem Hut would generate a new Iron Golem inside, representing the fact that the Villagers have built a new one.
But for the life of me I can never get past the idea of Villagers simply employing guards who'd walk about normally in the day, but at night would switch to a more aggressive patrol similar to the Golems. That'd also be a handy solution to chainmail armor being unobtainable for the most part; you could have them wear chainmail chestplates, and they could trade various chainmail armor pieces.
I'm not that worried about making villagers smarter or giving them dialogue. I kind of like them being kind of ditzy and inscrutable. But I would like them to have more variety in their behavior, as if they did have some kind of intelligence, just nothing we would understand.
The big change that should be made: Give villagers arms. They currently have "implied" arms, which they keep folded. But the illagers also fold their arms when not alerted to a player's presence, then take them out to wield an ax (vindicator) or cast a spell (evoker.) So we know it's possible to add that feature. This would be good for some of the features you suggest: reading a book, fishing, using the anvil. (It would be nice to give witches arms, too, just for completeness.)
I think villager robes are kind of interesting, but I wouldn't make them equivalent to leather. Make them provide no protection, but dyeable. Perhaps also make them craftable, requiring 8 blocks of wool in the same shape as a breastplate. Since the new crafting recipe system allows you to block crafting until a recipe is unlocked, you could make buying a villager robe a requirement to unlock that recipe.
You could take that one step further and add an upgraded villager robe: custom player skin. This would work the same as custom player heads: if the robe has an owner listed, the robe appears as the body (excluding the head) of a player with that name. This would not be craftable, but must be purchased from a villager after that trade is unlocked. In survival mode with cheats off, you would use an anvil to change which player skin the robe uses.
I think one thing nitwits would be good for is to make them laborers for hire instead of traders, like other villagers. I think you can explore that possibility a bit in Bedrock edition using behavior packs, but it would be nice to be able to do it in Java edition, too, so that you could use functions to add custom laborers.

Sorry, this response is coming quite late.
I don't think they should respawn, because that would lead to easy iron-farming which is bad. To prevent the death of the golem (or golems, if a village spawns with multiple "golem huts" (which shouldn't be too likely)), I would have the AI stay to village paths, only straying from them when a zombie is within attacking range (which only triggers when it's possible to walk there, I believe). It wouldn't stray more than some specified distance from the village, and it would then walk the same blocks on its return to the village. During the day it would stick to the hut and regen its health. If a golem was built inside this house instead of just anywhere, it'd be one of these golems tied to the village, which the game already has code to support since player-made golems are actually different from naturally spawning ones.

The problem being that more often than not Villagers tumble to their deaths or are trapped in their houses because they generated with the door facing a 30 block sheer drop.
Not to mention the entire village being absolutely ugly if draped over a mountaintop; since villages always generate AS IF they're on flat ground, you'll end up with houses with foundations spanning the entire height of a mountain below them, "roads" buried under houses, and Villagers generally being absolutely unable to navigate their villages period.
I really like this idea. It's creative, smart and makes me also wonder why Mojang didn't add this. However, I notice a few issues, the first being "Provide sufficient protection for Villagers." [/b]To me, I think Mojang hasn't added this because of the fact that protecting villagers should be your job. unfortunately mojang thinks that putting more stupid mobs will make the game more interesting, but hostile mobs are more annoying than they are challenging, honestly having smarter NPC to interact with would bring some fresh air to the game
Villagers do need a massive AI improvement, but they also need some degree of self-preservation in order to fulfill the appearance of intelligence.
Guards (be they anything from blue-shirt patrolmen with swords, to guys with chainmail shirts and bows, to musketeers or other advanced suggestions) are glaringly missing from the villages. Iron Golems might somewhat fulfill this role, but they can't enter houses, move painfully slowly, and are helpless against mobs that spawn on any roofs whatsoever- especially Skeletons, who attack them on sight.
If you had at least one guard in every village, you could fill a gaping hole in the perceived competence of villagers (after all, who would want to settle in the middle of nowhere with no defense whatsoever?) Additionally, you could get chainmail from these as trades; that'd make this tier of armor somewhat less unused. Finally, they'd justify having Armorers and Weaponsmiths, which are already present in the game.

To reply to an old post- fletchers are kinda just arrowmakers. If guards of some kind existed in a village, I think they'd have a bow, a chainmail shirt, and that's about it. They'd basically be friendly skeletons in behavior, but would obviously shoot a bit better and be a little faster in combat, though they could also sprint like any other villager when they need to respond to an attack.
Absolute support; intelligent villagers with better defenses and interactions have always been an interest of mine.
Villager robes should not only be cosmetic, but should aggro zombies and increase player-village popularity when worn.
