Here it is the Sea-Strangler featuring Duckhead666's ideas and my own.
It is blue and looks a quite different from it's land cousin the Creeper.**
It doesn't explode, but instead wraps around you, dragging you underwater and crushing you at 1/2 a heart per sec an the only way to get it off is to hit it in its screaming, rotating, blue head. The scream attracts hostile mobs, and scares neutral and friendly ones.****
It also drags you closer to Kraken infested waters if there are any nearby or to other Sea-Stranglers. Please note: More than one can entangle you at a time.***
If it kills you. It eats you and whatever item you hand in your hand at that time.**
It swims in the water and only in water, hence the name.
It has 8 Hearts.
It spawns from special blue coloured Seaweed or in water during the night.
What does it drop? How does it spawn? Does it go to the water or spawn in the water? If it spawns in the water, there is going to be a lot of them in farmland irrigation pools, ponds and fountains.

I vote nori. And this just seems like the mob is an excuse to introduce the food item.

Blue Seaweed = Blue Seaweed Bread = Blue Bread.
Why does that not sound too appealing to eat?
Sandwich works well here (Bread plus Seaweed equals Sandwich?). Sushi too (Seaweed plus Fish equals Sushi).
Either way. It's better to just make it spawn directly from the Seaweed as opposed to both the Seaweed and on land.
I do like its drop (very fitting).

Actually comparing Regular to my idea, the regular ones kick ***. I mean they take miners out in style. A smoking crater where your house was sends the message "You just got OWNED!"

I find this mob primarily better in water than on both land and water. Not saying it's possible for it to chase you on land though. It's more fitting considering the ocean and lakes have very little threats.
Oh and it must have tentacles. I know you mentioned that part already but...
