Well, yes. I hate to use this excuse, but we'd have craftable chain armor by now if it were meant to be so. Chainmail is meant to be a find-or-trade only type of thing. Which is the only unique thing that armor has.

Yes. Provided shaping is the same, it only takes three ingots to make a full set of chainmail. However, if you spend just... twenty minutes to an hour more mining, you'll find the twenty-four ingots required to make a full set of iron, which is significantly better.
Chain armor is simply too underpowered by itself to even bother with making.
