Right now, the ocean is pretty empty, with only squids and guardians. So my idea is to add more to the oceans.
New blocks/plants.
•Seaweed - Grows on the ocean floor and is very common. They have a color of sea green. They are 2 blocks high and can only be placed underwater on sand.
•Anemone - An orange block with a small base and 9 tentacles. Can only grow on corals that are underwater. Anything that steps on it will be stung every 2 seconds. Their stings do 2 full hearts of damage ().
•Corals - Blocks that can come in 7 colors: Red, sea green, dark blue, magenta, light green, aqua, and orange. They have little holes in them and you can collect them from coral reefs.
•Sea plants - Plants that come in 3 colors: Yellow , Light Blue, and Plum. They have a similar appearance to grass, but can only be placed underwater on sand.
New mobs.
•Fish - A small blue mob. Fish are very common and swim together in huge numbers. Their swimming speed is faster than the player's. They have 3 full hearts of health (). They will suffocate and die on land. When killed they will drop 1 raw fish, and this isn't affected by the Looting enchantment. If they catch fire and die, they will drop cooked fish.
•Salmon - A larger fish. They are rarer than fish and swim together in numbers. Salmon have 5 full hearts of health (). Salmon have teeth and they will bite. If you hit one, it will charge towards you and bite you for 1 heart () of damage. They have a faster swimming speed than the players and suffocate and die on land. When killed they drop 1 raw salmon and isn't affected by Looting. If they catch fire and die, they will drop cooked salmon. They have a natural fear of Polar Bears and will swim away if they are near one.
•Pufferfish - A small yellow mob with blue fins and spines. Pufferfish are much rarer than other fish. They have 4 full hearts of health (). If you hit one with your hands, you get pricked by the pufferfish's spines, doing 2 hearts () of damage. You can hit them with anything else, and their spikes won't hurt you. They will swim away from you if hit. Like all fish, they can't survive on land, and drop 1 pufferfish on death.
•Clownfish - A orange and yellow striped fish. Clownfish hide in Anemones, and they have a resistance to their stings. Every world generated anemone spawns a clownfish. They have 3 hearts () and never stray too far away from their anemones. They won't survive on land and drop 1 clownfish on death.
New Enchantment.
•Depth Sinker - A curse that only applies to boots, You will sink faster but rise slower.
General.
•The ocean's floor is made of sand instead of gravel.
Everything sounds plausible except the pufferfish bypassing armor (that makes so little sense it hurts) and the Depth Sinker enchantment. That sounds like concrete shoes, do I get that enchantment, from the mafia? Potential support except for those two things.

The Unofficial Suggestion Guide - Everything you need to know to not make goofy mistakes in a suggestion! Honestly though, you should really go there.
About the salmon, if you hit one, only that one fish attacks you. The whole pack doesn't aggravate on you. If you hit a salmon, it will bite you once and then become passive again.
About pufferfish, I will add that if you touch the pufferfish with your bare hands, you will get damaged.
About the clownfish, clownfish don't really have much of a purpose but I put them there just because there is already a clownfish in Minecraft. I don't really see anything too special about them.
About depth sinker, you can swim back up. When you are standing still, you sink. The enchantment makes you sink faster. When you are going up, you don't keep sinking, instead you start rising, but at a slower speed than normal.
Everything sounds plausible except the pufferfish bypassing armor (that makes so little sense it hurts) and the Depth Sinker enchantment. That sounds like concrete shoes, do I get that enchantment, from the mafia? Potential support except for those two things.
I fixed the pufferfish and I agree it didn't make sense.
The depth sinker enchantment is a curse, meaning you can get it from treasure chests, like any other cursed enchantment.
What would be it's purpose? Can it be cooked or used in recipes?
•Anemone - An orange block with a small base and 9 tentacles. Can only grow on corals that are underwater. Anything that steps on it will be stung every 2 seconds. Their stings do 2 full hearts of damage (). i could see this having visual issues with separate tentacles, as the water won't flow between them properly. Kinda cool idea though.
•Corals - Blocks that can come in 7 colors: Red, sea green, dark blue, magenta, light green, aqua, and orange. They have little holes in them and you can collect them from coral reefs. Any purpose except for decoration?
•Sea plants - Plants that come in 3 colors: Yellow , Light Blue, and Plum. They have a similar appearance to grass, but can only be placed underwater on sand. Why though? What do they add?
I've always liked the idea of physical fish mobs, and it could make the fishing pole more useful trying to hit them.
Don't see much use for them, they sound basically the same as normal fish plus the attack.
Like this, but maybe also have their dropped item give negative effects as it's poisonous. Could be nice for fooling people that don't look at their food, similar to rotten flesh.
Seems unnecessary, do they add anything that normal fish don't?
New Enchantment.
•Depth Sinker - A curse that only applies to boots, You will sink faster but rise slower. I'm pretty sure heavier armor will make you sink anyway. If anything a new enchantment that makes you rise faster but sink at the same speed.
General.
•The ocean's floor is made of sand instead of gravel.
Sounds reasonable.
There's my suggestion, I hope you like it.

And who are you, the proud lord said, that I must bow so low?
Only a cat of a different coat, that's all the truth I know.
In a coat of gold or a coat of red, a lion still has claws,
And mine are long and sharp, my lord, as long and sharp as yours.
And so he spoke, and so he spoke, that lord of Castamere,
But now the rains weep o'er his hall, with no one there to hear.
Yes now the rains weep o'er his hall, and not a soul to hear.
Since I hate oceans the way they are (I usually look for worlds that are mostly ocean-free within a 500 block radius of spawn because they are barren wastelands), I give this a full support

Based on the suggestion itself and how you cleared up everything with everyone, I support.
I also have some suggestions.
*Salmon can naturally spawn both in oceans and rivers (rivers because salmon can be found both in salt and fresh water, and most rivers are fresh)
*pufferfish can "inflate" themselves when threatened. Hitting them in their inflated form will do damage to yourself (a thorns enchantment effect... kinda)
Your anemone would need some work. water would have trouble flowing through it with its 9 see rate tentacles. Also, 9 tentacles? How would that work? I would like 12 tentacles (3 tentacles on each side if you know what I mean). I will try to make a treated texture for you to use.

I love this suggestions. Oceans are so empty and had needed an update for such a long time.
