One major issue I always have when making a new world is finding the starter chest. Especially when you spawn in a forest biome, all the trees easily hide the chest. I've even had worlds where I've never found it at all. Another thing that urks me is usually I get robbed of 1-all of my torches simply because of the way the chest spawned.
I propose two changes. The first is to give the chest a temporary beacon-like beam:
It would last 30 seconds before going away, or would go away after accessing the chest (Whichever comes first). This will greatly help with finding the chest as the beam is easy to notice. This is kind of similar to the beams that show you the location of the End gateway after beating the Ender dragon. And just for fun, it'll be a random color.
Secondly, too many times have I've seen my torches gone missing, so simply add a 3x3 wooden platform under the chest:
This does two things, mostly. 1. This will make it easier for the chest to spawn, since it seems to fail to spawn by itself under weird conditions (Such as no ground), and 2., this almost 100% guarantees that you will get all your torches. Just to add a bit more, the wood would match the biome. If in a desert, it will be made of smooth sandstone (Or smooth red sandstone in mesa biomes). Also, if it spawns near lava, it will be Stone bricks.
One more thing is that, if you happen to spawn in the middle of the ocean, the wooden floor will act as a sort of "Raft" and the player will spawn there. This is true for water, lava and air. This prevents players from falling in the void, drowning from spawning at the bottom of the ocean, and of course burning up in lava (I've actually spawned in lava before. Not fun). If the raft gets removed, or there are more blocks to spawn on, you will spawn like normal.
I know a lot of these things aren't big issues, especially if you're a veteran player, but I feel this would benefit from mostly new players, as that's the sole purpose of the starter chest anyways.
Seems reasonable, plus it makes more sense than just a few torches around a chest. Those torches come in handy for building your first shelter just so you can see anyway.

That would only happen if no other solid blocks were available. It's to prevent unlucky starts like spawning in the bottom of the ocean or in a lava pool or something. Both which can actually happen.
It won't force you to spawn on top of unless very specific conditions (Perhaps only those conditions) were to be met. If there's at least 1 solid block in the spawn range, then it wouldn't occur.
I like it. I've spawned at the bottom of an ocean before. Not fun. This solves several major issues involving spawning and the starter chest with two simple changes. It has my support.

The only thing I don't like that much is the stone bricks spawning under the chest if near lava. And smooth sandstone. These should be replaced with just sandstone (regular) and cobblestone, as I feel that smooth sandstone and stone bricks would be harder to get than planks, and there for should be replaced with simpler easier to get blocks. I mean, planks you can get from just putting wood in a crafting slot. To get stone bricks, you have to smelt cobble into stone, then put 4 stone into a crafting table. Similar with sandstone and smooth sandstone. You need to work for blocks like smooth sandstone and stone bricks, not just find them laying around under a generated chest. Hope you get my point.

I feel that's very minor, but I can see where you're coming from. I should of said basic resources first. If anything I probably kind of forgot cobblestone even existed since I never really use it for anything by itself. It's very... Not pretty.

That would probably be a nice way to do things. That way everyone gets their own starter inventory and there's no need to search for it or share, but I felt to just go on what we had. (Also I just didn't think about it).

I agree, one time I didn't find my starter chest until had gotten well into my world, even after I beat the dragon.
