If you want to change what a block looks like in Minecraft you can only make it bigger using that models .json file. If you try to make it smaller then the face of whatever block it is next to will not render.
So I suggest that
"solid": "false"
be an option in model files. When set to true culling will happen. When set to false culling is ignored.
