It's strange to add a keybind for very specific situations like this that don't/can't apply for most/all the game such as sprinting or moving items in the inventory.
Calling them off seems like a simple command but a whistle could give more uses. Like if the wolves are sitting somewhere and you point at them and use it, they come. If they are attacking and you use it, they stop. If they are following you and you point at a place and use it they either attack if you pointed at a hostile (within range) or go to the location if you pointed at something else.
But even the basic idea is good.

GENERATION 9005: The first time you see this, copy it into your sig on any forum and add 1 to the generation. Social experiment
A relatively simple but not too cheap recipe : 2 bone blocks, diagonally.
It should have more in-game uses that only telling dogs to stop tough.
For example:
- Neutral mobs hate the high-pitched sound and flee straight away from the noise.
Useful when trying to mine something and those annoying bats are constantly moving in front of you.
Or when boating, to avoid crashing against all those squids in your way (they would also tend to dive downward).
Or when you have to move in a forest and dire wolves are in the way.
Or to force an ocelot to flee in a specific direction.
- "Grabs the attention" of Hostile and Peaceful mobs
Hostile mobs aggro you from much farther away. Useful to lure them in a trap.
Also helps making those super-distant Ghasts want to close up some of the distance towards you.
Peaceful mobs stop moving around and will look at you for a while. Useful not only for farm animals but to give you time to sort out NPC villagers a bit too. By repeated use, means that you can make them "stand at attention" for as long as you need.
The recipe could perhaps be a shapeless cane and iron nugget/bone or perhaps just copy the lead recipe, swapping string with cane and slime with the nugget/bone (no real sense for the shape, it's more indicative that the item is a control item for animals).
*remembers when he and is cousin were on a private server and had an immense pack of wolves (To kill the other people on if they dared come near), then in the cobblestone structure, my cousin forgets to sit a dog, it teleports right in front of me when fighting a zombie: accedental hit: 20 wolves (at least) come at me: Dead.*
It's no secret collecting a pack of wolves can up your game and
ability to defend yourself, but if you so much as accidentally scrape
any mob you value, your wolves unleash hell on it.
Of course you can chase after them and make as many of them sit as possible,
but it wouldn't be horrible if you could actually call them off.
I'm flexible regarding this, but maybe a certain key, or even a command (pardon the
thought) that actually works in survival. The wolves then simply lose interest in their target.
You are their alpha, are you not?

I rather like that idea. I'm not sure what I would use to craft a whistle, perhaps a rare loot item though?
