If I had to say what I think what biome gets the short end of the proverbial stick, I would definitely say the water-based biomes. They aren't very interesting, which is pretty sad considering that in real life oceans and rivers are pretty interesting. After thinking for awhile, I have come up with something that might help fix this. Introducing the Estuary!
What is an Estuary IRL?:
An estuary is an area where a fresh-water river and a salt-water ocean meet. These areas promote heavy populations of marine and land-based animals. Link to Wikipedia for more info:Link
Okay, What's the Plan?:
The Estuary biome would spawn by ocean biomes. Ideally, an estuary would also connect with a river biome too. Fitting with the IRL estuary, the Minecraft Estuary would have increased spawn rates of animal mobs (pigs, sheep, cows, ect.). Not only that, but catching fish would also be quicker in an estuary than any other biome.
I imagine this biome looking like a lake that has strips of water connecting it to an ocean and to possibly a river. The grass would be a nice, lush green and there might be some oak trees in the area also.
Challenges:
Terrain generation for this biome might be difficult due to its unique spawning conditions of an ocean and ideally a river .Players might just settle here with little incentive to explore because they have everything they need to survive in one place.

I tried to make a representation of the biome earlier this morning but my building skills are sub-par so yeah. My suggestion is to search estuary in Google image and then make it more blocky in your mind. Sorry, this probably wasn't much help.
The general idea is quite interesting, and if you were to come across one, it would be beneficial in providing food items, leather, wool, and would make an ideal fishing/treasure hunting area.

Pretty grass and trees and rivers. Prolly. As for the idea, Yyeeees. I could make a fish farm there. I would get so much fish! but also, it's pretty and there's more animals. so yes please.

Wow. That was a lot more feedback than I expected. Anyway does anyone know big they want these biomes to be? I'm not sure on what would look best and be good for the game. Oh, one last thing, does anyone read the estuary IRL section, or should I remove it?

I already know what it was, so I didn't but you should prolly keep it in.
It may be a nice addition. I would like the look of a lake and a river connecting, and everything else makes it even better. I can but imagine building a vacation home next to one of these. Support!

EDIT: I actually finished. Here is what I saw in my head. Also, ignore the jungle trees in the background. I used a Jungle Edge to build this. Also, sorry if my terraforming isn't the best.
Go right ahead. It doesn't really matter, since I have them with my other screenshots and it could be useful for other people in deciding about their choice.
Just be sure to note to ignore the jungle trees and bushes. Those came with the Customized world I built it in.

Epic World Generator (found here: https://www.spigotmc.org/resources/epicworldgenerator-1-7-10-1-10.8067/ ) creates some interesting and diverse biomes. You may be able to either suggest a change, or it appears you may be able to collaborate with the developer to make a "wet pack" to contrast against a "Heat Pack" someone has developed to extend this plug-in.
I'm not clear on the details of this project, just when I saw it, I saw an opportunity to have the EWG plug-in extended with the Estuary Biome you suggest.

Simply right-click my pictures in my post and, one by one, select "copy" using Ctrl+C or a right click and selecting "copy." Then just paste them into your post, preferably in a spoiler box to avoid taking up so much room, using as right click+paste or Ctrl+V.
This will allow you to have as many images as you want, and if you upload your screenshots to Imgur (look it up) you can then paste your own images.

It's an interesting idea to make water-based biomes a bit more diverse.
I don't see why not. It's simple yet it would be enjoyable and I know I'd definitely use them for builds.
