3 months into my private server (me and about 10 folks from school), and we've conquered the end, found elytras, and slain multiple withers.
It's really, really not that hard, especially in MP. This would be very unbalanced and be borderline godmode for survival.
Besides, you can already "fly" with a punch 2 bow. Infinitely. You can also create mega launchers with boats and water, which allow you to fly very, very far.

How about it lets you create enhanced Elytra, which provide limited flight?
Each block of height gained takes 2 durability from the Elytra, and you can only fly up 15 blocks without touching the ground. Upon touching the ground, you must wait 5 seconds before you can fly again.
It is still highly unbalanced because full on flight neglects the need for building ladders and such and unfair PVP (Staying in the air to fight. At least with tiers, you can still beat a diamond armored player with iron armor and swords, as enchants, potions, etc exist) as you can essentially only use arrows to fight back.
I kind of disagree. In a game like Minecraft, being hard to get pretty much is the defining factor for balance. Levels don't signify how advanced you are, so level requirements don't work, and Minecraft lacks a story or even linear progress, thus you can't block an item behind story progression. Therefore, the only way to truly balance an item is against its difficulty to obtain. (Note that difficulty to obtain something is not the same as rarity, as a lucky player can get a rare item as soon as it's available to obtain.)
As for flight in PVP, if a player can hit you, you can hit them. The only thing a player can use on you that you can't necessarily use on them are splash potions. Besides, a fully diamond-level player can already crush a player of lower tiers.
Not that I'm saying unlimited flight should be in the game, however. Only limited flight, such as I described above, should be in the game.
The Elytra was never intended to be wings, it is a glide/wingsuit.
It glides. It is supposed to glide, and gliding give it balance.
And, again, one can already fly nearly indefinitely with them, via punch 2 bow or launcher.
And if we're speaking realism here (yes yes, I know "meincraft isnt raelistic omg, but it is in some senses), if it could fly (fly, being go up), then it would need to have a source of thrust. Flapping would be the most realistic approach that would fit in MC.
Also, "Hard to get" actually doesn't always equal balance. In an FPS, for example, a high-level, instakill weapon with no counter, that could be used on lower levels would be severely unbalanced.
Likewise, flight like this, or like what jdc said I feel would also be unbalanced, although not as severely.

Now, if we were to get into a little more detail, say Elytra, the aspects of Elytra is already balanced with how it only provides gliding instead of flight, and requires quite a height to be used properly to get to your destination. Now, just because it's non-craftable, and that it requires Leather to be repaired for use, doesn't just balance it, it's also how the Elytra is being used. Same can be said about Diamonds, and lots of other items. These are already balanced to begin with, and while they are hard to get, they still come with cons, and that's excluding that it's "Hard to get".

Agreed, which is why I wanted to add cons like making the flight limited. Infinity cannot be balanced very well.
However, I don't think the idea of flight is completely against adding in some form, based off this suggestion. For the standard player, this could be considered the ultimate end-game item: it requires you to do the two hardest things in the game that the developers had planned. Sure, it could be a bit hard to balance in public server PVP, but everything is difficult to balance in that respect.

Problem is, if you could repair this, it would be OP because the durability would no longer be a huge deal. If you couldn't, it would become underused, due to how precious it would be.

However, I don't think the idea of flight is completely against adding in some form, based off this suggestion.
