The height of the clouds in Minecraft has to be increased to a higher value. The current cloud height is unrealistic. It takes about 30 blocks just to reach cloud levels.
That's quite of a small suggestion. I can't really see much thought being put of why Cloud Height should be increased if it doesn't really have any good or bad factors to builds or etc. I can kinda agree to how cloud height being increased, but if you're annoyed at how low clouds are, then just turn them off. Because of how small this suggestion is, I can't give proper criticism on it.
The only reason I'm seeing here is for just presumed realism...

There is a very good reason to add a slider to adjust cloud height - ever made a Customized world with sea level at y=128 or higher? If you think low clouds are unrealistic, then what about clouds underground? Sure, Optifine lets you change this but there is no reason why it must be in a mod; Optifine also originally added a bunch of other settings like a brightness slider and mipmaps which are now part of vanilla, and cloud height would be easier to code in; here is how the game currently sets it:

Just replace that hard-coded number with a variable adjusted with a slider and there you go.
Really, the game could use a lot more customization.
The current clouds are for aesthetic reasoning and don't really have much of a realism to them. In-fact, Minecraft in general is not very realistic. Have Mojang ever removed/added something because of realism? No.
Moving them to a different position would be silly, as you can easily turn them off if they bug you. A feature I'd like to see, though, is a "cloud slider" which adjusts the given height of the clouds. Then you could sort out your realism problem.

You also have to consider that they get in the way of tall structures and unnaturally pass through them, which is the reason I don't like them.
Clouds need a complete overhaul anyway, as they are very buggy (and opaque from below, meaning that if you try to make them transparent anything behind them will be invisible and you will see the sky.)
I don't think that cloud height should be permanently changed. I would support the idea of a slider in the video settings that controls their height. No support for exactly what you're suggesting, but full support for a video settings option like in OptiFine.

I like to build really tall towers, but if they are anywhere near how tall I want them, clouds go through them.

The reason why I do not support this was that it was already imcluded in OptiFine.
That's just about the worst reason not to support an idea possible.
I think it should be increased to >255 blocks. Just above the max build limit, like they were prior to the doubling of the world height.

The signature is a lost art.
A slider would probably be the best option. I have times where clouds annoy me as well, and at those times it'd be nice to adjust them.
