Combining any piece of non-leather Armor with an equivalent piece of Leather Armor at an Anvil will transform it into "Leather Coated <Whatever> Armor". The Leather Armor must be unenchanted and fully repaired.
Leather Coated Armor shares the properties of its base, but with the ability to be dyed any color.
The Leather does not perfectly cover the base, however, and you can see the true armor beneath, at the edges of the various plates.
Edit:
I have created a mod for Forge 1.9 which demonstrates the basic concept. The only difference is that the armor is called "Dyable <Whatever> Armor" and is made by just combining the two armors in the crafting matrix.
I've seen a lot of suggestions for the ability to dye all kinds of armor, and honestly this one makes so much sense I don't see why it hasn't been done already (other than the extra coding and texturing that would need to be done to get it to happen, but a lot of that would be very similar to code that already exists in the game).
There's really not much else to say about it, so Support
This is quite the interesting feat. Because other suggestions simply suggest to have other dyed armour. However, this requires the use of Leather to make other armour dyeable. Therefore, making Leather required and giving it more use. However, to some extent I am sort of against it with the idea of other armour being dyed.
I support the idea of coating the leather on the armor (iron, gold, chain, and diamond) since it will provide extra protection of (or increase) the armor's durability.
I don't think this is exactly like dying other types of armor because as far as I can tell, the appearance would just look like you're wearing leather armor with some iron or diamond or whatever at the edges. So basically it's like wearing leather armor with more protection, which I guess is pretty cool.

System.out.err("Nope");
That would be cool. Along the same lines it would be nice if you could set armor to invisible so it doesn't cover up your skin.
