So, in the 1.9 snapshots, potion arrows are obtained by firing arrows into lingering potion clouds. Lingering potions, being dangerous to get (through need of Dragon breath) make potion arrows quite difficult to obtain. In addition to this, potion arrows are never going to be used in a survival based PvP, such as UHCs, since you need to go to the end to get them.
Due to this, I suggest that potion arrows become obtainable through use of the cauldron. By clicking a potion onto an empty cauldron, the cauldron would display 1/3 full of a colored liquid representing the potion. Upon clicking an arrow on the cauldron, the liquid would lower a little, and you would get a potion arrow of the corresponding potion. Perhaps 4-5 arrows could be tipped for each potion added to the cauldron.
Logistically, this could be managed by either changing the existing cauldron, or creating a new block for only potions, since you would have to change how the potion levels changed with each arrow. The normal cauldron would be replaced by the potion_cauldron upon clicking with a potion, and changed back when empty.
This change would make tipping arrows more realistic and feasible in UHCs.

(i.e. Doesn't appear to change until you've actually used 1/3rd). Perhaps the more specific level could be represented by a number above it when you hover over it (i.e. "28% full").

Potion tipped arrows are meant to be an endgame item, and they are incredibly useful. This idea would allow the player to obtain them as soon as the aquire potions, making the potions themselfs obsolete.

How does this make potions obsolete? Shooting yourself is somewhat difficult, and I believe potion-tipped arrows' effects don't last as long as a splash potions'.
I hadn't considered this in combination with the Infinity effect. I may have to reevaluate my position.
I think arrows fired with an infinity bow should only be under the effects of the weapon. Potion tipped arrows are fired as regular arrows. This would resolve the conflict. Perhaps dragons breath potion arrows could have particularly potent effect.
I think that each potion would make one arrow, but if you miss with that arrow (unless you have a setting turned off) then it will automatically return to your inventory after 5 seconds, and no other players can pick it up.
This would balance it out a bit, but even the way you are suggesting would be fine by me.

Beyond being unfeasable for a niche way of playing, creating potion arrows is simply over-complicated and time-consuming. You have to:
1. Go to the End.
2. While fighting the dragon, use bottles on its acid.
3. Brew this into a splash potion.
4. Throw it on the ground.
5. Shoot arrows into it as fast as possible before it runs out.
While I kind of like it because it is somewhat non-obvious, its time cost is far too much for its benefits to really matter.
